July 2, 2008 – 7:00 p.m.
Members present were Glen Johnstone, David Ross, Nick Boteon, Ramon Halter and Linda Zaleski presiding. Alternate, Ron Morrow was present following a previous commitment.
Linda Zaleski opened the meeting at 7:00 p.m. stating the four issues that would be discussed:
1. Outdoor furnaces
2. Wind Turbines
3. Setbacks for Mining
4. Home Occupations
Zoning Inspector requested that home occupations be discussed first, as she needed to leave the meeting for personal reasons. After much discussion with Ms. Perrine and those in attendance, the following changes were agreed they would recommend the following
(37) Home Occupation uses shall be permitted
subject to the following conditions:
(a) Such use shall be conducted entirely
within the dwelling unit, and/or
yard
space. (unanimous vote to remove yard space & replace with
accessory structure)
(b) Such use shall be clearly incidental
and secondary to the use of the
dwelling
for dwelling purposes.
(c) Such use shall be conducted only by
persons residing in the dwelling unit.

(d) There shall be no display nor stock in
trade nor commodities sold except
those
which are produced on the premises. (unanimous vote to delete (d) in
entirety)
(e) No newspaper, radio, or television
service shall be used to advertise such
home
occupation. (unanimous vote to
delete (e) in entirety)
(f) One (1)
unlighted name plate not more than four (4) square feet in area
announcing
the name and home occupation shall be permitted.
(g) Such uses shall not create a nuisance
by reason of noise, odor, dust,
vibration,
fumes, smoke, electrical interference, or other causes.
(h) Parking spaces shall be provided
off-street for any traffic generated by such use.

Ms. Zaleski asked how many, in attendance were present to discuss setbacks for mining. Eleven of the 16 present raised their hands, so she said they would discuss the setback issue. She asked Paul Mosberger if he would like to represent the residents. Mr. Mosberger stated that he had done a great deal of research, as Attorney Hall had recommended at the previous meeting. He went on to state those townships who presently have 600 foot setbacks for mining and felt that Pike should also have substantial setbacks, especially around established allotments and/or villages.
Mr. Heppe commented that he felt that 600 feet was far too much and the Board should consider all of the Township when making such changes.
Ms. Zaleski advised Mr. Mosberger that the Commission had just increased those setbacks in 2007, but if he applied for an amendment they would consider the guidelines recommended by Regional Planning.
The Board went on to discuss outdoor furnaces and the recommendations of Regional Planning, as well as other townships who are presently adopting new regulations. Ms. Zaleski said she would research the EPA website to see if they had adopted new regulations. David Ross said he would talk to the manufacturers and see what guidelines they are required to follow.
The Commission discussed and set the next meeting for August 6, 2008 at 7:00 p.m. to further discuss the outdoor furnaces and wind turbines.
Mr. Botean made a motion to adjourn the meeting. Seconded by Sonny Halter. The meeting was adjourned at 9:10 p.m.
