Regular Meeting
President Doug Baum called the meeting to order at 7:30 p.m. Trustees Lee Strad and Don Charnetzky were present as well as Fiscal Officer Steve Knox. Others in attendance were Nancy Collier, Louis Grooms, Nancy Cramer, Phyllis Strad, Jackie Faverty, David Ross, Nancy Snyder, John Miller, Gary Alkire, Dave Collier, Clarence Flowers, Beth Knox, Tim Vandersol, Jeff Kraus, Zoning Inspector Sharon Perrine, and Road Supervisor Mark Pahanish.
A motion was made by Charnetzky accepting the minutes and financials as presented. Seconded by Strad.
1st Public Speaks Session
Tim Vandersol and Jeff Kraus gave an update on Countywide Recycling.
Strad made a motion to have the Re-Organizational Meeting at 4:00 p.m on Friday January 2nd.
Seconded by Charnetzsky.

Strad stated that he has received a lot of complaints about blasting and residents houses being rattled. He went on to state that we need to do something for the people and that may include bringing the Mining Company in to the Zoning Appeals to potentially pull their conditional use permit.
Gary Alkire’s recommendation would be to take the complaints to the company as well as involve Mike Mann from ODNR to help correct the problem.
Mr. Strad insisted that he would like a public meeting so the Mining Companies could answer to the people. Sharon Perrine stated that she does not feel that the right thing is to bring the company in because of blasting as this falls under ODNR and all that would happen is a mob type environment.
Beth Knox stated that the best thing you can do is to meet with the companies with a representative from the Board.
Baum agreed that the blasting is bad but the Trustees have no authority over this and the people should be calling and writing ODNR and the Mining Company, and went on to state that he will help anyone fill out paperwork to file these complaints, but again, he doesn’t feel it falls under the Trustees to enforce something that falls under State regulations.
B. Knox went on to state that the best thing the Township can do is to streamline the process for the residents, making it easy for them to file a complaint with all of the necessary forms available and outlining the process.

Charnetzky stated that he would like to setup a procedure to help the people file a complaint so the people can fight the mining companies who will not cooperate.
There was a lot more discussion on the matter and John Miller verbalized his dissatisfaction on how Trustee Strad has handled not only this issue, but the previous issue on mining setbacks.
After Strad and Miller went back and forth verbally, Mr. Strad stated that he was leaving and walked out at 9:05 p.m.
Phyllis Strad stated that all her husband is trying to do is help the people of the Township and he gets nothing but unfair criticism. She went on to state that she fully supports her husband and is proud of what he has done.
The remaining Trustees agreed to have Perrine start researching protocols on what the people can do when they have a complaint.
Baum made a motion to appoint Ron Morrow for another 5 years to the Tri-Division Ambulance District. Seconded by
Charnetzky made a motion to pay the East Sparta Volunteer Fire Department a bonus payment in the amount of $25,000 for 2008. Seconded by Baum.
Charnetzky stated that on December 6th at the Amvets from 2:00 to 4:00, they are asking that all kids 10 year olds and younger, come draw pictures to send to the soldiers.
Deputy Evanoff read his report.
Resolution #21-2008 to transfer $2,500 from 01-A-26 to 01-J-01.
A motion was made by Baum for the above resolution.
Seconded by Charnetzky.
Ohio Insurance Services Agency, Inc. rates for our Dental and Vision are $24.79 for and Employee only, and $67.13 per member per month for an Employee with one or more dependents.
Pahanish read the road report.
The little red truck needs $3,000 in repairs. He is asking that we take a look at pieces of equipment that we should get rid of.

He is also asking for a diesel powered heater for the Gradall with the cost being $1,500. The Trustees agreed to purchase the heater.
Pahanish also stated that we may want to think about purchasing a windmill to supply fuel to the back building. The cost is about $12,000 but you would get a check from the electric company on the power that it creates but we don’t use.
He noted that our salt supply is good so far.
Perrine read the zoning report and stated that they she nothing new at this time.
Baum spoke as a resident, saying that he doesn’t see how the Trustees could sign a resolution against an increase in electric prices when it is so closely regulated.
