Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Don Charnetzky were present as well as Fiscal Officer Steve Knox.  Others in attendance were, Clarence Flowers,  Nancy Cramer, Dave Collier, David Ross, Arnie Adams, Louis Grooms, Paul Mosberger, Gary Alkire, Robert Kimble, Nancy Collier, Zoning Inspector Sharon Perrine, and Road Supervisor Mark Pahanish.

 

A motion was made by Charnetzky accepting the minutes and financials as presented.  Seconded by Strad.

           

1st Public Speaks Session

 

Linda Zaleski read a letter from the Zoning Commission requesting a zoning book change asking for an increase to the setbacks for strip and surface mining from 150 feet to 600 feet.  Strad stated that we can deny, accept, or modify the proposal that will be presented to the Board of Trustees.

 

A motion was made by Strad to have a special meeting on October 15th at 7:30 p.m. at the Pike Township Garage, to have a hearing on the 600 foot setback that is being proposed by Mr. Mosberger per the Zoning Commission.

Seconded by Charnetzky.

 

Grooms stated that he got a letter from Judge Farrell that they are going to have a work session.

 

John Miller stated that Sonny Halter was on for 32 years and he did a wonderful job and we should send a letter to him for appreciation.

 

Mr. Vandersol stated that the cap was rolled up from the winds and it was unfortunate because it was 20 acres of cap and about one million dollars in damage.  He said there will be a slight odor, but should be pretty much in check.

USEPA reported that they got new temperature data that they had a measure of 276 degrees, and the hot zone is moving northwest slightly, if they think it is moving fast enough, they will put a notch that will keep it from moving past a certain point.  That project would be a 2 or 3 month project but there shouldn’t be major odor issues from the excavating if needed.

 

September 24th at 6:30 at the Sleep Inn at Bolivar 330-874-3855 is the Advisory Committee meeting.

They donated $300 to the East Sparta Community building, and another one over $1,600 for the weight room project.

 

The Ohio EPA has not made a decision on how to handle the $250K and how it will be allocated.

 

 

New Business

 

Baum stated that he would like to see curbside chipping for residents through the end of September. The Trustees agreed that is should be brush up to 6 inches.

 

Strad has been in negotiations of the J. Young estate which has the property by Melsheimer because of questioning the property line.  The Engineers will do the work, but need a request from the Board.

 

A motion was made by Strad to have a special meeting on October 6th at 6:30 to discuss the proposed employee handbook.  Seconded by Charnetzky.

Sherriff’s Report

Nothing at this time.

 

Financial Report

Knox will prepare how much to give to the fire fund.

 

Road Report

Finished chipping and sealing.

Worked on Haut and would like to grade it and oil it for about $6,000.

Mowing roads and will go over a few of them one last time.

Trees need cleaned up at Melscheimers.

 

Zoning Report

Perrine read the zoning report.

On August 22nd, her and Don went to a meeting of Zoning Inspectors at Perry Township where it was decided that the Board of Zoning Inspectors at various Townships.

A motion was made by Strad to reimburse the BZA to go to this meeting.

Seconded by Charnetzky.

Last week, Mr. Rubin was adamant on servicing the papers for the facts of findings to the court.  Rubin has filed a lawsuit because the board approved the 50 foot variance on the Soehnlen property.  The work is already done, but they are still filing a lawsuit.
