Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Don Charnetzky were present as well as Fiscal Officer Steve Knox.  Others in attendance were, Clarence Flowers,  Nancy Cramer, Dave Collier, David Ross, Arnie Adams, Stephen McKinney, Louis Grooms, Johnny Miller, Kelly Mosberger, Paul Mosberger, Gary Alkire, Robert Kimble, Ron Morrow, Deputy Keith Evanoff, Zoning Inspector Sharon Perrine, and Road Supervisor Mark Pahanish.

 

A motion was made by Charnetzky accepting the minutes and financials as presented.  Seconded by Strad.

           

1st Public Speaks Session

 

Arnie Adams had some information on the SCOGS study.  SCOGS is a countywide dispatch system.  He stated that the study was not done with a complete setup of dispatchers, buildings, etc. so the Chiefs in the County are against the current plan.  Not against the idea, just against the current plan that was developed.  So, he is recommending that the Trustees also do not back the system until a real study is done correctly.

 

Gary Alkire and Rob Kimble from Buckeye Mining and Kimble Mining said that after the last informational tour, there were people left out and they are offering another tour date.  The Trustees agreed to hand it off to Sharon to coordinate the tours with our Boards.

 

New Business

 

Baum said that in Green, they have signs along the road that assist Fire, EMS and Police so they can find addresses a lot faster. 

Baum said that if the Township donates $1,500 to the Fire Department that would pay for the blue reflective signs for the first 100 senior citizens who call.

A motion was made by Charnetzky to approve the signage donation.  Seconded by Strad.

Old Business

 

Baum said that in the past, we have waived the zoning fees for the Baseball Fields on Stinewood for the Canton South Baseball Organization.  This is done annually.

A motion was made by Strad to waive the fees again.  Seconded by Charnetzky.

Sherriff’s Report

Deputy Evanoff said he went on 11 different calls with 9 reports. He also did 12 traffic stops with 15 citations and took one person to jail.

 

 

Financial Report

Knox stated that he found a used touch screen computer that we can test to see if it will work before we purchase it.  He will try to have it by the next meeting.

 

Knox talked to Kim Steinmetz at Staley’s about the cameras, and everything looks pretty good.  Strad wants to look into linking them to a time clock system as well.

 

Road Report

Pahanish read the road report.

They finished chipping and sealing.

They have been mowing all of the roads.

Paving Riceford and Newmont.

Spraying for mosquitoes.

He said it was $800 to $900 for elm trees on Briggle, which the Trustees agreed to do, and then one on Ullet which is also $900.  The Trustees said they would look at the one on Ullet.

New mosquito machine is in the new truck.

Pahanish said he wanted them to think about something for the future, which is that a lot of areas are going to 4-10 hour days.  The savings is not using the trucks everyday and the heat bills.

Pahanish is taking a weeks vacation next week.

 

 

Zoning Report

 

Perrine read the zoning report.

She said that she talked to our attorney, and he recommended treating outdoor wood burners and windmills as a structure thus they need a permit.  The Trustees actually agreed to not do anything with them until the Zoning Commission meets and recommends to add the two items to the Zoning Book.

 

Deputy Evanoff called Perrine about an abandoned apartment building that neighbors are concerned about safety wise, and are asking what can be done.

Perring called Attorney Hall and said we could pass a resolution to do an emergency secure on the property.

 

Resolution #10-2008 was entered into for the following motion:

Strad made a motion to enter into an emergency nuisance complaint so the property can be secured on East Sparta Ave.  Seconded by Charnetzky.
