Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Don Charnetzky was present as well as Fiscal Officer Steve Knox.  Others in attendance were Nancy Collier, Dave Collier, Dolly Cairns, Robert and Annie Fox, Arline Taylor, Nancy Cramer, Barbara Larke, Harry McAllister, Mary Elise haney, Gloria Mazie, Jan Wright, Cecial Kellogg, Lisa Rogers, Tim Vandersall, Jeff Kraus, Barbara Wenger, Mark Daverio, Grace and Check Barnhart, Jerry Werner, Louis Grooms, Nancy Snyder, Richard Marcum, Richard Marcum, Clarence Flowers, Keith Evanoff, Rob Kimble, Sharon Perrine, and Mark Pahanish.

 

A motion was made by Charnetzky accepting the minutes and financials as presented.  Seconded by Strad.

           

1st Public Speaks Session

 

Wendy Bullock from the Joint Waste District gave a presentation on recycling and what you can and can’t recycle in our Township.

 

Tim Vandersol from Countywide Landfill gave an update on the landfill.  He introduced Jeff Kraus who is the new marketing manager.  He stated that ever since the Federal EPA has gotten involved, things are starting to really go well and they are working together to solve all of the problems.  The landfill has put in some monitors to monitor the fire that is in the old cell to make sure it doesn’t move.  They want to cap the landfill, and the Federal EPA said that they could cap the old cell to keep water out of it as well as oxygen which will help with the fire. He said the US EPA has been refreshing to work with versus the Ohio EPA.  They have gotten a lot accomplished since the US EPA has gotten involved.  Republic has spent about 45 million and put another 45 million aside for future issues with the old cell.

 

Strad asked about the on and off ramp.  Vandersol stated that there is an appeal in the Franklin County court of appeals.

 

Dave Collier discussed the call that went unanswered which was an RV fire.  Because that is an outlying area, dispatch was supposed to give it to Canton Township automatically, but they didn’t respond because they were all tied up.  Sandy Township is volunteer and also didn’t respond because they didn’t have enough people show up as well, thus the call didn’t get answered for 52 minutes.

 

Some of the main problems with response times are that houses are poorly marked, and the second is that people use cell phones and don’t know where they are, and the 911 system really can’t pinpoint where they are.

 There was a long discussion on why we don’t have more volunteer firemen, as well as why we don’t have paid firemen.  The Trustees as well as Dave Collier explained about not being able to get volunteers, as well as the expense to hire firemen.

 

Richard Markum, 2000 Downing Street, said that a gentleman was complaining that he didn’t get a permit for a pool and he doesn’t understand why he received a letter.  Perrine explained how it works and he would have to get a variance from the BZA.

 

Ed Lonas on Newmont Street wanted to know when the blasting will stop.

Old Business

Strad said Perrine asked about taking vehicles off the Riceford property.  There is about 20 to 30 cars.  The Trustees agreed to remove the vehicles.

 

Baum discussed the potential of Mr. Woods mining by the Bank of Magnolia.  There are some legal questions that will need answered. Baum asked our attorney about it, and if the landowner would start selling it, he thinks it is considered mining.

 

Baum would like an opinion from the Prosecutors office on whether something less than 1 acre, can be mined if not sold.  The Trustees agreed to get an opinion from the office.

 

  

Sherriff’s Report

Deputy Evanoff read the police report.

Went on 13 different calls, with 11 reports and took two criminals to jail.

 

 

Financial Report

A motion was made by Strad to put a marker up at Heinlen Cemetery.  Seconded by Charnetzky.

 

Road Report

Pahanish read the road report.

They are going to try and finish chipping and sealing tomorrow.

There are dead trees on Briggle on the west side that he thinks should be removed but it will take a bucket truck.  Baum will get an answer to whether we should take it down.

Mosquito machine is on its last leg, and a replacement will be $10,000.  A motion was made by Strad to purchase a new mosquito machine.  Seconded by Charnetzky.
