Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Don Charnetzky were present but Fiscal Officer Steve Knox was on a business trip.  Others in attendance were Nancy Collier, Nancy Cramer, Louis Grooms, David Ross, Richard Mahoney, Gary Alkire, Sharon Perrine, and Mark Pahanish.

 

A motion was made by Charnetzky accepting the minutes and financials as presented.  Seconded by Strad.

           

1st Public Speaks Session

 

Louis Grooms asked why Downing was closed.  Charnetzky explained that they were repairing the culvert and should be done by Friday.

 

Strad asked Dave Collier, President of the Board of the East Sparta Volunteer Fire Department,

if the Village of East Sparta had a signed contract with them currently. Dave Collier stated that they do not have a contract. 

He went on to state that the Village was under the assumption that they were still under contract with the Fire Department but it actually expired on 12/31/2007.

 

New Business

 

A motion was made by Strad to have a records retention meeting on April 7th, 2008 at 7:15.  Seconded by charnetzky.

A motion was made by Strad to go into executive session for personnel.  Seconded by Charnetzky.

A motion was made by Strad to adjourn executive session.  Seconded by Charnetzky.

 

Old Business

 

Charnetzky gave the update on the possibility of Canton City mining and building a park.  But with the change in administration, they are not in any hurry to currently move forward.

Strad said that environmental groups have stopped a lot of the ditching projects because they are saying it interrupts the environment.  The groups are meeting with the Commissioners and Pahanish is going to go to the meeting as well to see what items are discussed

 

Strad talked about the 2008 cleanup days.  The Trustees agreed that they will have them on the 3rd Saturday of the month from 8:00 to 1:00 starting in April and ending after the one in October.

The Board stated that we will accept only 4 tires per resident.

 

Strad also stated that he would like to meet with the Trustees of Sandy Township Tuscarawas to discuss the future of everyone’s fire protection.  He will try to set something up.

 

The Trustees also mentioned that Nick Botine is interested in the opening on the Zoning Commission.  Scott Brown is also interested, although he currently has two appeals that are in the court system so the Trustees decided that it would be a better fit at this time to move forward with Botine and then at a later date, if Mr. Brown is still interested, he could possibly be a candidate at that time.

 

A motion was made by Strad to accept Nick Botine as the replacement on the Zoning Commission.  Seconded by Charnetzky.

Baum talked to Scott’s Lawncare, the gentleman who mows the cemetery, and he is offering to do it for the same price as the previous year which was $510 per mowing.

A motion was made by Charnetzky to accept the extension of the contract.  Seconded by Strad.

Sherriff’s Report

 

Deputy Evanoff stated that it has been slow, but that is normal prior to school being out and as bad as the weather has been. He answered 7 calls but helped people during the storm.  He took 1 criminal to jail.

Beginning April 1,2008 he will take Saturday and Sundays off and go from 7:30 to 3:30.

 

 

Financial Report

 

Resolution #03_2008 was entered into requesting the auditors to do an analysis on the Townships .5mil Fire Levy, which currently produces $32,600, for a Replacement and a Renewal amount.

Resolution #04-2008 was entered into requesting the auditors to provide numbers on our 1 mil Road District Levy, that currently produces $26,300, for a Replacement and a Renewal amount.

 

Resolution #05-2008 was entered into accepting Permanent Appropriations in the amount of 1.55 million dollars.

 

 

A motion was made by Strad accepting the resolution.  Seconded by Charnetzky.

Road Report

 

Pahanish read the road report which included the following:

Picked up trash.

Snow control.

Stone on gravel roads.

Worked on equipment.

Tomorrow they will be looking at the end of Briggle and try to repair the road.

The building needs repaired from the middle of the building to the North side with the first estimate at $3,050 from All Constructions, and also replace the door for $1,300 installed.

 

The road crew is looking at building flood gates and if they do so, they will need a metal band saw which costs $2,350 but the overall savings will pay for itself if we do it in house. 

 

A motion was made by Strad to accept both quotes.  Seconded by Charnetzky.

 

 

Zoning Report

 

Perrine read the zoning report.

Either later this week or the final week of the month, they are getting together with the road crew on cleaning up the cemeteries.

Scott Brown is bringing another appeal to the committee.

On March 19th, she is meeting with the Stanley Miller Company along with our attorney to go over things.
