Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Nancy Collier, John Miller, Louis Grooms, David Ross, Dave Collier, Gary Alkire, Steve Adams, Linda Zaleski, James Soehnlen, Sharon Perrine, and Mark Pahanish.

           

1st Public Speaks Session

 

Linda Zaleski stated that she thinks she may have a beaver problem again  The Trustees will let Pahanish know so he can check into it.

 

A resident stated that they had heard there was talk of extending the agreement with the Sherrif department.  Strad stated that last meeting there was discussion about keeping a deputy on duty year round rather than the current setup of 6 months a year.  The cost will be approximately $80,000 per year and that would be to keep one deputy for a full year.  The resident stated that it is nice to have him in the Township and he has been responsive when calls go to him.

 

Another resident stated Deputy Evanoff has made a difference and he would like to see us have him year round. 

 

Baum added that we started out with four or five days a year and he really feels that year round coverage with one deputy may be the way to go.  It’s not feasible without a levy to have 24 hours a day coverage since the cost is approximately $310,000, but for one deputy 40 hours a week he would like to do it.

 

Louis Grooms stated that the stop sign at Maplehurst and Ridge needs a reflector strip on it.

He also would like to say that he is not in favor of raising our taxes for 24 hours a day police coverage even though he understands that is not the intention of the Trustees at this time.

 

David Ross asked what we are going to do with all of the pot holes on Dueber Ave.?  Anstine talked to the Stark County Engineers today and they are opening bids up on October 25th for patching work.

 

Deputy Evanoff gave his report:

Took 4 people to jail. 

Answered 6 calls with 7 reports. 

Only 3 traffic stops with 5 citations and took 2 to jail.  He added that he likes working for the Township and wants to continue, but he added that if it becomes a full time job, it is possible that it could be required to be bid out and he could lose the position to a more experienced officer.

 

Miller asked if Deputy Evanoff if we are investigating the theft at the Bowling property.  Deputy Evanoff stated that he is not aware of anything.

New Business

 

Strad stated that October 10th the bridge will be open on Cleveland Avenue.

Strad will be working on some quotes for security cameras.

Strad received a quote of $81,500.16 for a full time 5 days a week 8 hours a day Sheriff.  If we are inclined to keep Keith, he would like to continue for November and December at the current rate and then possibly sign the contract for January.

 

A motion was made by Strad to extend the current Sherriff coverage for November and December and then negotiate the new rate for 2008.  Seconded by Anstine.

 

Baum stated that he has a contact for residents that had property damage due to the bridge closure.

 

 Old Business

 

Trustees sent their condolences to the Harbold family for the loss of Bud Harbold who served as a Pike Township Trustee and Clerk for many years.

 

Strad added that the case against the BZA vs. Fred Charton went to the Ohio Supreme Court, and the Court decided not to hear the case which means the lower court orders are upheld which is in favor of the Township.

 

Financial Report

 

Resolution # 14-2006

A motion was made by Anstine to accept the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.  Seconded by Baum.

   Baum - Yes

 

Resolution # 15-2006

Strad made a motion requesting the amounts from the County Auditor on a .5 mil Fire Levy and a 1 mil Road Levy for a replacement and a renewal.  Seconded by Anstine.

   Baum - Yes

Knox stated that he received a new form for Abatement Assessments from our Zoning Department and that he will forward it to the County Auditor(Dave Maley) to place on people’s taxes.

Road Report

 

Pahanish read the road report.

Road sweeper did  a few of the roads requested.

Did patching on South Bowmont.

New drive culverts.

Helped with cemetery

Keiffer leveled and chip and sealed.

Mowed some of the roads.

Widened a little bit of Stinewood.

He also quoted that using 4” asphalt, it is around $42,000 for the two long roads at Melscheimers.

Strad also asked Pahanish to talk to Mr. Sohnlen about a new tilt trailer.

 

 

Zoning Report

 

Perrine read the Zoning Report.

A Property on Riceford that Perrine is working with the Ohio EPA, is having legal action taken against if due to no response from the owner.

Strad stated that we should establish a rate for Deputy Evanoff’s time to charge the residents that are requiring cleanup and assessment work.

October 25th is date of the meeting that the Stark County Commissions are having at the Township hall concerning the annexation of the tile plant.

There is also a meeting Wednesday, October 3rd to discuss zoning issues as well as any other business.

October 18th, there is a meeting with the City of Canton about the proposed park.

All of these meetings are at 7:00 p.m.

David Ross said the Grange may be able to deal with some chairs if they need them.
