Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Tim Belden, Nancy Collier, Arnie Adams, Nancy Cramer, Louis Grooms, David Ross, Clarence Flowers, Wayne Casto, Wayne Wood, Amy McKinney, Wayne Morris, Gary Alkire, Dave Collier, Mark Pahanish, and Sharon Perrine.

           

1st Public Speaks Session

 

Wayne Wood asked how the CEDA agreement was coming?  Mr. Hall asked to have a meeting with the Trustees at our next regular meeting.  Strad stated that there was a few things that the Village have added/requested like a certain guaranteed dollar amount that the Township would donate to the park.

   

Amy McKinney stated that her property as well as her neighbors that sit at the end of Cleveland Ave. on the North end of the bridge that is under construction, has been destroyed from all of the traffic and is looking for help on the repairs that are going to need done due to people turning around when they figure out the bridge is closed.

The Trustees feels the State should assist with correcting the damage and Baum will call ODOT to see what they can do. 

 

Mr. Stevens contacted Doug Baum about his son being hit by a car on East Sparta Ave.  He feels that there has not been enough done about the traffic.  Deputy Evanoff has sat on East Sparta Ave. for the first month but only got one ticket during that time.

 

Deputy Evanoff read his two week police report:  He went on 15 calls which generated 16 reports with 21 traffic stops.  26 tickets and took 5 to jail.

 

Louis Grooms went to the East Sparta Village and tried to get some zoning books but they were all out.  On top of that, he was met very unpleasantly while he was there.  They didn’t have any books and won’t have any for at least a month.

 

The Mayor did say that there has not been a zone change.

 

It was reported by a resident though, that they did have a zone change under an emergency resolution at the meeting tonight.

New Business

 

A motion was made by Anstine to place a sign stating no engine brakes between Kimble’s and Leatherman Street.  Second by Strad.

Roll Call Vote:  Anstine – Yes

                          Strad – Yes

                          Baum - Yes

 

Anstine also received a call from a resident from Stinewood that Stanley Miller has been going into Stinewood with equipment and not coming out with any.  Sharon did check the property and they did have equipment in there working on baseball fields and it is almost complete.  She said within two weeks the equipment should be gone.

 

He talked to the mapping company and the person who runs the business is concerned that we may not have enough businesses to participate.  The Trustees agreed to pursue it if possible.

 

Strad made a motion to have a special meeting on October 3rd at 7:00 with legal counsel and zoning commission and BZA.  Seconded by Anstine.

 

 

Financial Report

 

Knox recommended as a resident, that we investigate having year around police protection from the Sheriff’s Department.  The reality that our current tax monies should cover us is not the coverage that I think everyone really wants.  We are unique, good or bad, that we have revenues from a source that other Townships do not, thus we should use that money toward extraordinary items such as police protection.

 

Strad would like to explore the possibility also and will check on the cost of one full time officer year round versus our current setup of 6 months a year.

 

Knox also stated that we received a letter from the Muskingum Watershed that we have three properties that will be taxed.  They are as follows:

 

A piece of Melscheimer Cemetery - $12.00

New Garage - $12.00

Township Hall - $528.00

 

Knox can’t believe that a public entity that is using taxpayers monies as there funds and are already being taxed themselves and then would be taxed again through the Township.  He will investigate further, but it looks like everyone is powerless.

Road Report

 

Pahanish read the road report.

Continue working on Elson.

Mowing road ways.

Sprayed for mosquitoes.

 

He also checked on CDL training for everyone, and one option is to use Canton CDL for the testing.  It lasts and is $1,500 for all 3.  There is also an $85.00 fee for the test and a little more for the packet.  The Trustees agreed to pay for the CDL, the test, and the packet.

 

Mosberger requested taking vacation Tuesday – Thursday of this week.  The Trustees agreed to that.

Baum mentioned chip and sealing Keifer.  Pahanish said there are holes that need patched first, and then they can chip and seal it.

 

Anstine and Pahanish met with Brian Tuckey in Pleasant Lake allotment and came up with an agreement on the changes to the culverts that need done.  The owner did say that they will pay for it this time, but if this doesn’t work, they are done paying for anything further. 

The Trustees agreed to do this.

 

Zoning Report

 

Perrine read the zoning report.

 

There is a  property on Breezehill that had 7 vehicles towed as well as car parts.

 

They also did the full cleanup on Mt. Zion.
