Special Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Charlie Hall, Sharon Perrine, Wayne Wood, Lester Pike, Cindy Warren, and David Ross.

New Business

 

The Trustees agreed to take out the other tree at Zion cemetery.

 

The Trustees agreed to purchase a small bucket for the Gradall for ditching. 

 

Mr. Wood asked what is going on with the CEDA agreement.  Mr. Hall stated Mr. Cypersky stated that he hasn’t had a chance to look at it yet.

 

There was a long discussion on the possible annexation of some of the Township by the Village. 

 

Mr. Wood stated that something can be done and needs to be done.  Mr. Hall stated that if he is talking about voting the Village out of the Township, that can only be done by a citizen petition, not initiated by the Board.

 

The topic then changed to US Ceramic Tile wanting to be annexed by the Village.  Baum stated that it seems like they have more of an issue with the wording change about not allowing a landfill on the property.  Hall stated that he doesn’t think the word change would affect them since it is private waste and not public waste.

 

Hall stated that he will go with Doug to discuss annexation, zoning change, and zone wording change with US Ceramic Tile administrators.  The Trustees agreed that Baum should represent the Board at this meeting.

 

 

 

 

Financial Report

 

Knox stated that Scott Varney from Gary Fink and Associates the Townships Audit firm, left him a message answering the question of whether we can purchase a new roller for $28,000 with

it being the only company that sells that type of roller without bidding it out.  He stated that it is not an issue and we can go ahead and purchase the roller without worrying about bidding it out.

 

Strad said it’s been 5 ½ yrs since we have been dealing with Stanley Miller property.  Hall said it would be better to discuss in executive session.

 

Alborn property, you do have a substantial zoning issue, but it would cost so much that you may not get your money back.  Hall said to give the EPA your support and let them take the lead.  When the EPA does initiate a court order, you will probably want to file an intervention at that point, but as of right now, just wait and ride the EPA coat tails.

 

Louis Grooms Jr. property is still an issue.  Hall went by the property and said it still looks like a mess.  It does look like he is in compliance, although minimally, but it looks like they are in compliance.

 

Hall stated that the Coon Hunters club is frustrating, but he doesn’t think that we can do anything to try and get the property.

 

A motion was made by Strad to go into executive session at 8:20 p.m.  Seconded by Anstine.
