1st Public Speaks Session
Todd
Bosely came down to discuss the paving of the haul route and the possibility of
holding up the building of the on and off ramp because the Waste District voted
to appeal the ERAQ decision.
Mr. Bosely explained that there is a great deal of apprehension due to the
differences between the groups that are on the board of the Waste
District. Originally he was against
appealing ERAQ, but after meeting with their attorney, he voted in favor of appealing
the decision based on better information and an actual chance to win. One of the reasons was that when the original
appeal was filed, a lot of information was not known at the time like the
underground fire or hot smoldering depending on who you talk to. This appeal shouldn’t take more than a year
to decide.
Mr.
Bosely discussed some of the options and things he is trying to accomplish
along with letting us know that the haul route will now be paved due to the
fact that the appeal went through.
Politics at its best.
Nancy
Edwards asked about the big limestone and all of the stone that is coming onto
her driveway. The Trustees agreed that
they really don’t have a good answer for her, but it was something that they
needed to do to make the road safe.
David
Ross asked about the coyotes by the park and who takes care of them? Anstine said call Tim Jordan who is the Game Warden
for this area.
Louis
Grooms stated that there are some vehicles that seem to be driven on and
abandoned onto a piece of property owned by the landfill. It was noted that the Trustees heard that the
lake may be drained soon.

Grooms
also stated that the ditch in front of his property needs fixed. Pahanish knows about it.
Strad
asked Morrow about the qualifications of the people on staff during
Tri-Division Ambulance working hours. He
stated that there is always one paramedic and usually one EMT on.
Baum
also stated that currently, residents are being taxed approximately $116 per
thousand and this will take it to approximately $122 per thousand. This would be if they combine the 4.5 mils to
a 4.0 mil replacement.
Flowers
stated that there are nails and glass around the recycle bins and was wondering
if it could be swept occasionally.
Deputy
Evanoff said he hasn’t been around for awhile, but he has done 19 calls which
isn’t very good. Please don’t call the
Trustees, or his cell phone, call the Sherriff’s office dispatch if you have
anything that he needs to look into.
He
did take 19 reports on the 19 calls.
Most have been domestics, and a few burglaries.
25
traffic stops, he wrote 22 citations and took one to jail.
Anstine stated that himself, Mark, and the Stark County
Engineers went up to look at the culvert problem by
Strad asked who was responsible for fixing the
problem? He is going to talk to the
property owner after he gets a quote on how to fix the problem.
He also discussed the roller and stated everyone
liked it. They may have to bid it out
but will find out.
There is a stone at the cemetery that needs to be
fixed. It is going to cost about $700
for the foundation at
There is also a tree at
A motion was made by Anstine to do both. Seconded by Strad.
The Trustees approved fixing the stone and removing
the tree.
Strad asked if we have done inventory of the pipe, culvert
and catch basins?
There will be a joint meeting with the Appeals Board,
Village, Trustees, and Commission. One
of the issues is that the ceramic tile plant wants to be annexed into the
Village. The Commission did enact a
wording change in the book, thus leading the ceramic tile to want out of
Monday, August 6th 07
the Township, thus out of the zoning regulations of
the Township. Strad feels that the plant
has to clean up the property again due to the hazardous waste. To clean it up and haul it off to another
site is very expensive and he thinks they are going to try to be annexed into
the Village to try and get out of this. The
tile plant wants the Board to agree to the annexation, but he does not agree
with this, and he hopes the Board also feels the same way. He did some calling around, and hazardous
waste is about 15 times more expensive to get rid of then solid waste.
The question becomes whether the Board opposes the
annexation.
Strad made a motion that they oppose the annexation
of the tile plant property.
No second at this time.
Baum would like to discuss this issue along with a
few other items with Charlie Hall at our special meeting on August 8th,
2007 meeting.
Strad also discussed the
Strad said that the fire department would like to
put a generator in at Dueber, and all we have to pay for is a cement company
and a fence company. The Trustees
agreed.
Resolution 13-2007 was entered into moving $10,000.00 from 01-L-02
Materials to 01-B-07 Building Repairs.
A motion was made by Anstine accepting the above resolution. Seconded by Strad.
