Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Louis Grooms, Nancy Cramer, David Ross, Nancy Snyder, Gary Alkire, Clarence Flowers, Joe Barnes, Dave Collier, Ron Katt, and Zoning Inspector Sharon Perrine.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Mr. Grooms thanked the road crew for doing a great job mowing along the roadways.

 

Ron Morrow, Pike Townships representative on the Tri-Division Ambulance District Board, stated that this is the 4th year of one of their levies and it will be expiring next year.  They currently have a 1.5 and a 3.0 mil levy.  The board looked at various scenarios including the option of having 24 hour coverage.  They would need an additional $70,000 for staffing costs to pull it off thus the reason that they would like to propose a 4 mil levy that would replace the two existing levies which totaled 4.5 mils.  The levy would generate approximately $456,000 to $475,000 which would replace the current $375,000 that they have generated.

 

Clarence Flowers asked if we heard anything on ERAQ as well as asking if we were repairing the road on Keifer by the sub station.  The Trustees stated that they have heard that the ERAQ decision was made and it came out in favor of the landfill.  Unfortunately for the on and off ramp, the Waste District decided to appeal.

 

New Business

 

Asbury church needs some rocks put in and Anstine would like to see if we can do this.  Baum would like us to find volunteers to put the rock in rather than the Township hauling the rock due to some legality issues that could arise.

 

Homestead exemption applications are available at the Township.

 

Anstine then stated that we are looking at a basic 7 rubber tire roller to purchase instead of a drum roller with rubber tires on the back.  The price with rollover bars is $26,750 from Basic out of Georgia.

Baum discussed the Waste District and their lack of voting for the paving project on Dueber.  He tried to call Scott Wigham before the last meeting but Scott voted it down before he could get a hold of him.

 

Baum thinks that Wigham will vote for the paving at the next meeting, but it would help if other people would call him to encourage his vote.

 

He also stated that John Heade called and asked if he can apply for a home occupation to work on cars to the BZA.  Perrine answered yes.

 

He stopped at ODOT and the bridge is still scheduled to be done September 29th.  They did get granted a few weather days, but it should be open by then.

 

 

Financial Report

 

Resolution 11-2007 was entered into moving $16,216.00 from 01-L-02 Materials to 01-K-04 Equipment Purchases and Replacements.

 

A motion was made by Strad accepting the above resolution.  Seconded by Anstine.

Knox presented the Certificate of Estimated Property Tax Revenue from the County Auditor as follows:

 

Fire District Levy – 1.0 Mil

Total Tax Valuation = $76,047,652

Renewal = $46,876

Replacement = $85,134

 

Fire District Levy – 0.5 Mil

Total Tax Valuation = $73,066,732

Renewal = $36,579

Replacement = $42,319

 

Road District Levy – 1.0 Mil

Total Tax Valuation = $73,066,732

Renewal = $34,283

Replacement = $84,639

Resolution 12-2007 was entered into approving the placement of a renewal of the 1.0 mil fire levy which would continue to produce an estimated $46,876 for fire protection.

 

A motion was made by Strad accepting the above resolution.  Seconded by Anstine.

Knox also stated that upon the request of the Trustees, he contacted Whitaker-Meyers insurance company to ask if the building damage would be covered.  He was told that it was not covered unless caused by certain natural events like wind, lightning damage, etc.

 

A motion was made by Strad to go into executive session for personnel.  Seconded by Anstine.

Old  Business

Nothing at this time.

 

 

Zoning Report

 

Perrine read the zoning report.

 

Perrine talked to Tom Burns from the City of Canton about the paperwork on the zone change on the Canton City property that may become a park.

 

She also talked to the Ohio EPA about the property on Riceford and they stated we would be getting reports as to what was hazardous and needed cleaned up by the property owner.  He did tell her that hazardous as well as solid waste was found on the property.

 

A resolution was presented which clarifies a prior resolution stating that we can clean up any vegetation, scrap, debris, sheds or unsafe building not just cars and other miscellaneous debris.  The other resolution takes care of cars and things, but this clears what we can and can’t do.

 

A motion was made by Anstine to accept this new updated resolution.  Seconded by Strad.

Road Report

 

Pahanish read the road report.

Mowing grass.

Patched some holes.

Repaired the Boom Mower.

Installed driveway culverts.

 

Pahanish presented a list of chip and seal projects for approximately $30,000.  The list included Cricket Hill allotment, Haut Street from Dueber to Downing, Martin Drive, Elson from Newmont to the township line, Newmont from Elson to E.Sparta Ave and East Sparta Ave. to Newmont.

 

The Trustees approved the $30,000 chip and seal on the roads

 

Baum and Pahanish met with the County Engineers and they suggested that it is better not to use a steel drum when chipping and sealing but rent one when you need it and purchase a rubber tire roller.

 

Baum would like to sweep Riceford as well sweep Pleasant Lake allotment.  Pahanish stated that a little bit on Haut needs done as well.

 

Perrine got a request on Battlesburg that there are two hidden driveways and would like hidden drive signs.  Anstine stated that they do not put those up anymore.

 

Public Speaks Session

 

Dave Cross said that the cardboard boxes are coming from Fohl Village and also there is a mattress at the recycle bins that needs removed.

 

Morrow asked where we were on the CEDA agreement with the Village.  Baum stated that there were some little changes to the agreement that needed to be done.
