Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Louis Grooms, Nancy Cramer, Ron Katt, Nancy Snyder, Clarence Flowers, Alison Roberts, Gary Alkire, and Joe Barnes, Zoning Inpsector Sharon Perrine, and Road Supervisor Mark Pahanish.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Joe Barnes thanked the Township for fixing the bank on Newmont across from the cemetery.

 

Clarence Flowers stated that even after the State hydrologist was here at the last meeting stating that they oversee water wells, he doesn’t feel like anyone is really responsible if there is well damage.  He also is concerned that his well may be being affected from the landfill blasting that is occurring.

 

He also stated that the paper stated that the Waste District voted to not fix Dueber Avenue and that some of them think that the Township should fix the road.

 

Strad stated that the tipping fees that go into the landfill fund the Waste District at $1.00 per ton where we receive $.25 per ton.  In his opinion, the Tuscarawas Commissioners continue to vote in a way that favors the landfill in their County, also known as Kimble Landfill.  The Tuscarawas Commissioners have proven time and again that they do not care about Pike Township residents, thus why they continue to hold up any monies when possible.

 

Baum stated that the vote right now is 4 to 4 with one Stark County Commissioner absent during the vote.  It should end up 5-4 once the Stark County Commissioner gets appointed to complete the term.  Baum also stated that if the roads becomes unsafe, we should ask Kirk Schuring to change the route of the landfill traffic to go through Bolivar.

 

Tuscarawas doesn’t want to give up any power, but if there power is creating unsafe roads, then they have been successful.

Louis Grooms stated that since we get .25 per ton, why don’t we just ask for more money per ton?  The Trustees stated that the .25 cents per ton is set by the Ohio Revised Code and would take a change in the Code to make something like that happen.

 

He received a notice that Stark County is going to add additional fees for decks, pools, garages, etc. with the fee being $60.00.  He just doesn’t know how the government can be double dipping and the residents should not stand for this.   He thinks everyone should stand up and fight the Health Department on their new fees.

 

The Trustees agreed that we should write a letter from the Township opposing the new regulation.

 

Keith Evanoff from the Stark County Sheriff department gave an update on his patrols in the Township.  He received 12 calls with 7 written reports, 11 traffic stops with 9 citations and 1 criminal to jail.

 

New Business

 

Anstine talked to Mark Walker from ODOT about the berming project on East Sparta Ave and how we will get reimbursed.

 

Strad stated that he received a phone call from the Coon Hunter’s Club stating that they were not going to sell it to Pike Township, and ended up selling it to someone else.

 

Strad stated they are trying to find a safe efficient way to the landfill since the District has been holding up money to repair the current route.  He wants an exploratory meeting with ODOT on an alternative route for the truck traffic since they will not repair the road.

Strad will represent the Board at this meeting.

 

A question arose as to what was going on with the annexation and the Village of East Sparta.   Baum stated that they are considering it for their June meeting in which he will attend.

 

Strad also stated that we will put a vehicle in the parade.

Also, our deputy has been asked to direct traffic, but it is in the Village and Strad is asking for approval to direct traffic.  Strad will talk with Capt. Shankel about allowing Deputy Evanoff directing traffic on parade night.

 

Financial Report

Received our Group Rating from Frank Gates and our Workers Comp insurance.  We will save approximately $7,316 bringing our premium at 6,670.

 

Ohio Dept. of Transportation is having an annual Government Day on Friday June 8th at 9:00 a.m. at the ODOT District 4 Headquarters.

Zoning Report

There was a court hearing today with Mr. Heade.  Mr. Hall and Mr. Baum are to inspect the property at 4:00 p.m. on June 13th.

She also sent an issue to Lambert’s about junk that is accumulating.  He stated that they are starting to clean it up.

Kimberlee Circle and Howenstine nuisances have been taken care of.

She also stated that a resolution for our towing policy, but in the resolution, it is a little bit vague. 

 

Road Report

 

Pahanish read the road report.

Mowing roads and cemeteries

They have been replacing road crossings.

Sloped the bank on Newmont.

Chipping and Sealing : Briggle, Howenstine Drive, Brinker and Pleasant Lake allotment comes in at around $40,000.

 

A one ton roller is approximately $35,000 to $40,000. 

Strad would like to think about this, rent one this year, and then see if it is feasible to purchase one.

Pahanish has talked to everyone on Bowmont except one resident.  There are a few trees in the way but nothing that should stop us from being able to do the project.

 

There was a discussion as to how vacation requests are handled.  Pahanish understands the vacation request procedure as he has to come to the board for vacation approval, but the road crew must get approval from Pahanish and not the Board.

 

Bids were opened for paving Briggle:

 

Central Allied – $47.79

Hysong Paving – $48.00 per ton.  This bid is incorrect because it did not follow bid specs.

J&D Mining - $41.00
Superior Paving & Materials – 404 - $42.70 per ton in place

Vasco Asphalt Company – $50.49

Northstar Asphalt Company - $45.85   

 

A motion was made by Strad to accept J & D Mining’s bid of $41.00 per ton for 404 hot mix.  Seconded by Anstine.
