1st Public Speaks Session
Before going into the public speaks portion of the
meeting, Baum wanted to discuss the topic of the City of
Cheryl stated that she is not sure of all of the
issues, but some of the concerns about the water wells. There was a resident concerned about his
property and well which is just south of the property. His is about 100 feet, but she said that they
are currently only going 35 feet deep.
Without an actual application, it is hard for her to anticipate what
could happen.
In 23 years, she has not see any contaminated wells
from a sand and gravel operation. You do
have to worry about dewatering or a well going dry, but without an actual
application, it is hard for her to know if there is a chance for dewatering
until she would see a permit. When she
gets an application, they then review the application and determine whether or
not it is going to affect the wells.
There is an organization at the state level that will pay to replace the
dewatering if it occurs.
A resident did state that his well dried up after a
big explosion from another mining operation.
ODNR did come out and said that the mining did cause the problems, but
nothing was ever done for him. The point is that if something happens, he
doesn’t feel like ODNR will help at all.
Strad asked if they could have an independent group
inventory the wells. Can we get
mandatory inventory levels of the wells.
Another resident stated that his well was perfect
until they started blasting.
Another concern is how close the lake is to the
Nimiscilla, and what happens when the creek floods. It seems like it would then be contaminated
as it would overflow the lake.
Joel Bender from Whitaker-Meyers Insurance presented
the Township with our updated Liability Insurance renewal.
A motion was made by Strad to accept the premium of
$13,188 from Whitaker-Meyers for two years.

Keith Evanoff gave an update on his patrols. He has 32 calls. 24 reports.
27 traffic stops with 30 different citations. He also took 6 criminals to jail.
Strad stated last year we changed his hours last
year, and again they would like to change the hours in August.
J&N lawn service was interested in bidding the
lawn. He is also complain about the
grass on the tombstone, and the graveyard was in bad shape and needed
mowed. It is down in the valley.
Bidding was already done in the spring, but they
could bid next year. Strad asked for a
card.
Clarence Flowers asked why Dueber the truck route
has not been repaired and also asked if the bridge is sinking by the fire
station?
Baum said he went to a Waste District Policy Board
meeting, and it is being looked at that the Policy Board vote on all items of
whether they be passed or not.
As for the blacktop on Dueber, the waste district
lost the plan, thus lost the ability to maintain roads with District funds.
If the local plan gets back to the district and it
gets approved, then they can get back to spending funds on local roads.
Anstine talked with ODOT about the berms on
The Township needs a representative for the Stark
County Regional Planning. They haven’t
decided which one would represent the Township.
There is funding needed for restoration of the old
Melscheimer School, and they would like to have Carol Barto as Chairman of the
committee, and Nancy Snyder also would like to be on it to renovate the
Melsheimer School.

nuisance complaints on
Also
had the nuisance report on Kimberlee circle which has been or is being taken
care of.
Also
verbal agreements were made but after writing them up, the owner did not agree
with it thus they will now be going to court.

Riceford is also being looked at by the Ohio EPA and did testing on the
property. The orders going out to the
landowner, will be copied to the Township.
While they were there, they hit one of the neighbors for piling items
next to the creek.
Also
received a memo from Stark County Health Dept. that anyone adding a pool, or a
deck, or a garage, must get a $60 permit from them.
The
Twonship must also have a form filled out by a vendor if you spend over $500.
Finished
on Bowmont and Buckeye chipped and sealed it.
ODOT
kindly generated the paint for the graffiti on the bridge on Brinker and 77.
Replaced
6 road crossing culverts.
Started
spraying guardrails.
Working
on yard at the office.
Strad
asked if we should think about getting a drum roller, like a one ton.
Along
with opening up the paving bids, the Trustees asked Pahanish to bring the roads
he would like to chip and seal.
He
met with SBC, AEP, and some of the residents on
Pahanish
asked if we want to fix the Elson on the hill.
He wants to dig it up and haul it away.
The Trustees will look at.
