Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Louis Grooms, Gary Alkire, Nancy Cramer, Ron Katt, Clarence Flowers, Dan Stallman, Ron Morrow, David Ross, Dave Collier, Nancy Collier, Sharon Perrine, and Mark Pahanish.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Baum stated that we had an informational meeting with the city on the possible 500 acre park which includes the exaction of a 20 acre lake.  The main concern from residents was the possible contamination of their water wells.  Attempting to address this, Baum then got with a hydrologist form ODNR that is willing to meet with the Township and City to clear any fear of well water contamination.  Another concern is that of the people on East Sparta Ave that the field in front of their houses would be mined.  The city does not plan on mining this property as of now.

 

Having said all of that, Baum’s opinion is that the lake is needed to give better appeal to the younger crowd.  Last year Pike Township residents paid $38,000 to Stark Parks, and if the 1 mill passes tomorrow it would double that amount to $76,000.  He is in favor of letting the proposal go through with a few minor changes.

 

Jim Collins asked why the City of Canton would want to come down here which is about 7 miles outside of the city and put a park in our area.  Baum stated that they own the 500 acres, and they could mine most of the property down to the water table.  Collins asked if they have been dumping waste since 1920 and didn’t end until 1960’s, how can they make it into a park?  Baum stated that he will take his concerns into consideration, but they could go through our process, get turned down, go to court and end up mining it without a park.  They also could build a housing project on the property.

 

Strad would like Baum to contact the Hydrologist to see if she would make herself available to meet with and answer questions of the neighbors about their wells and the possibility of contamination.  Baum said he will try.

Vicki Dellagrange stated that of all of the options, this one definitely sounds like the best.  She would definitely like to see a park rather than a housing project.  The Trustees also stated that the plans also included some equestrian trails.

 

Arnie Adams is concerned what the checks and balances are to make sure everything is done and cleaned up the way they say it is.  Baum said that the attorneys will work that part out.

 

Linda Zaleski said she is concerned about the dollar figure that was presented because $500,000 to $600,000 dollars will probably not be enough.  Baum said that if it goes, they will work that out.

 

David Ross asked when they are bringing it to the city council?  Baum said that the proposal from the 14th will be presented at one of the next meetings.

 

Clarence Flowers asked if Stark Parks would own the property at the end?  Baum wasn’t sure how that would work out. 

 

Ron Katt asked who is responsible for driveway culverts on Battlesburg Road?  The Trustees stated that the County is.

 

Strad contacted Buckeye Mining about a gentleman that hit a huge pot hole on Bowmont.  He thanked Buckeye Mining for taking care of the gentleman and his vehicle.  Gary Alkire, who represents Buckeye Mining, stated that the responsibility of Bowmont maintenance is Buckeye Mining and yes they have agreed to pay for the damage to the vehicle.

 

He did state that there were comments made by a Trustee to the gentleman that were incorrect and put Buckeye in a bad light.   He addressed those comments and why they were incorrect.

 

1.      Buckeye does not take its responsibility seriously.  He takes exception to the comment and Buckeye shows that by having him at every Township meeting.

2.     The 2nd statement by the Trustee was that Buckeye had not done anything to the road when in fact, they decided to take the base off, and then they were putting it back and that maybe they errored by not doing the worst part first.  It is possible they should have done the worst part first, but they have spent over $12,000 so far chipping and sealing Bowmont.

3.     The last comment was that the road was impassable.  It may have been less than favorable, but not impassable.

 

Alkire finished by stating that they have put stone on it, and if everything goes well they would be putting tar on it Wednesday.

Strad, stated that when someone calls him, he is expected to do something.  He did admit to speaking a little out of turn when he was called.

 

Jim Collins stated that tomorrow the Township is doing work on Green Hill Cabin Road. He talked to the Road Supervisor and the thing is, the culvert going across the road is no problem.  It ties into the drainage on his property, and he was notified that there is a breakage in there.  It has been okay for years.  He was told that he may have to pay for tile on his property.  Pahanish stated that we have an issue with the road that needs fixed.  Buam stated to put the 40 feet in and tie in as much as you can to Collins tile.

 

Ron Morrow would like to voice his opinion that he is in favor of the parks plan.

 

The Trustees asked Fire Chief Arnie Adams how things are going.

He thanked the road crew for helping out on a call that they assisted on.

Illegal burns are on the rise and take up a lot of time and energy when they get out of control.

He also stated that the new squad is out there if anyone wants to take a look at it.

 

New Business

Strad would like the Zoning Commission, regional planning, and the Trustees to have a work session.  

Zaleski stated that they are not going to make the deadline if they wait.  Strad stated that the Commission can continue on their path and okay the changes, but he still things a work session could be helpful.

Strad made a motion to have a special meeting on Tuesday May 29th with the Zoning Commission, and Regional Planning.  Seconded by Anstine.

 

The Trustees noted that at the Stark County Township Association meeting, there were comments on how beautiful it is in Pike Township.

 

The annexation agreement with East Sparta is supposedly on their attorney’s desk.

 

Baum stated that there is not any aluminum dross in cell 7 that could mimick what happened in the other problem cell.  Also, 5 flares are operating with 2 spares for breakdowns.

 

Buam will be doing the flower bed in front of Pike Township with the Girl Scouts again this year.

 

Bosely contacted Baum, and he is trying to get the $250,000 for the residents of Pike Township.

 

Baum also noted that on East Sparta Ave., it is getting to the point that if you drop off the road, it could do some damage.  He would like to fix it, or push ODOT to fix it.  Personally, we

shouldn’t have to pay for the fix, since they agreed to maintain it.  Anstine will talk to ODOT on the issue.

Financial Report

 

Received a thank you from the East Sparta Baseball Association for helping out getting the fields in playing shape.

 

Zoning Report

On May 14th, there is a meeting that someone will need to open the door for.

Perrine said that they are working on a few nuisance complaints.

Strad stated that there is a property on Kimberlee Circle that needs cleaned up.  Perrine stated that they have until the 15th of May to clean it up.

 

It was also noted that the Township won another court case which was in appeals court against Fred Charton.

 

Road Report

 

Quite a few ditching

Worked on Bowmont with Buckeye and noted that they are doing a good job out there.

Riley sweeping swept the allotments.

It was brought to my attention that the roof has not been done.  $1,440 quote on coating the roof.  A motion was made by Strad to coat the roof.  Seconded by anstine.

 

Mr. Barns would like us to peel the bank back.  Stay on the right of way and cut it back.  The Trustees agreed to look at it again.

 

Tandem trailer needs a new floor.  He would like to buy the flooring.  $300 for the planking.

A motion was made by Anstine to purchase the planking.  Seconded by Strad.

 

Pahanish would like to purchase a water pump for $1,500.

A motion was made by Strad to purchase the pump.  Seconded by Anstine.
