Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Fiscal Officer Steve Knox.  Others in attendance were Louis Grooms, Gary Alkire, Nancy Cramer, Ron Katt, Clarence Flowers, Dan Stallman, Ron Morrow, David Ross, Dave Collier, Nancy Collier, Sharon Perrine, and Mark Pahanish.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Nancy Cramer received the deed for the property that she purchased at the public auction that was held a few months ago by the Township.

 

Dan Stallman asked what was going on with the US Ceramic property.  Trustees stated that there is going to be a meeting by the Zoning Commission with some suggested word changes to the zoning book as well as changing the zoning on that property from industrial 2 to residential 2 or 1.

 

Ron Morrow asked for an update on the East Sparta annexation proposal.  Baum stated that there is a CEDA in progress.  Strad would like Charlie Hall to come to a meeting to explain why he hasn’t gotten the CEDA to the Village.  The Trustees stated that it really makes them look bad that this hasn’t been done.

 

Louis Grooms stated his disapproval of the $10 license fee a few meetings ago, but after doing some research, he found out that Mr. Reyfus was promised a million dollars from the commission but they only gave him 500,000.  He has old equipment, ran out of money last year, as well as other things that he wanted to do that he couldn’t.  Grooms stated that it may not be as bad as he initially thought.

Also, the drivers license renewal now is $24.00 for a license, it was $7.00 the last time he purchased a license.  He wants to know why?

Also, he is tired of school levies and Ohio needs to rethink how they fund schools.  Kentucky put on a 2.5% tax on food at the grocery store, and they have plenty of money.  It is time for a change.

 

Strad asked Deputy Keith Evanoff to come and discuss what he has been doing and what he will be doing while on duty in the Township.  He stated that he has driven around a lot to let everyone

know that he is in the area.  He also stated that people are not speeding on East Sparta Aveneu although it looks like it just because the road is not built for moderate speeds.  He did pick up an OUI already due to a tip from a resident, and has asked everyone to please call when they see anything that is suspicious or if they are having any problems that he should be involved with.  If you dial 430-3800 and then dial 0, this will give you dispatch who can get him directly with any trouble.

 

So far, he has 14 traffic stops with 10 citations in 2 weeks.

 

New Business

Strad went to the Waste District meeting and represented Pike Township to try and receive the $250,000 from the fine that the EPA has put on Countywide.  Strad asked Tri-Division, as well as the East Sparta Volunteer Fire Department, to send a letter to the Waste District requesting why they should receive the money to improve services. 

 

Strad made a motion to send a letter from the Trustees as a cover letter asking $50,000 from Pike Township, $100,000 from Tri-Division, and $100,000 request from East Sparta Volunteer Fire Department to improve services.  Seconded by Anstine.  Baum agreed.

 

Perrine stated as a resident, that she is concerned that Club 3000 will get the money or some other organization.

 

Baum stated that Mr. Bosely acted quickly on our behalf, and he wanted to thank him for all he has done.

 

Strad was hoping that all of the papers would be at the Village, but it is not there yet and he is going to find out from our attorney why the agreement was not in their hands.  We looked bad at the Village board meeting that the CEDA was once again not there for them to review and sign.

 

The tile plant attorney’s are strongly against changing the zone on their property.  Strad would like to send a letter to the Zoning Commission asking them not to rezone that parcel, but go with all of the other recommendations due to the 2 mile radius limitations on landfill’s being next to each other.  The Trustees agreed.

 

Baum stated that we will have to start paying for tire disposal.  He noted that anyone can take 12 tires to the City of Canton, Jackson, or Perry at a time.

Financial Report

Knox stated that we received the 1st half tax settlement.

He also talked to David Held at the Waste District to give his thoughts on the monies that were assessed to Countywide by the EPA.

 

Zoning Report

Nothing at this time.

 

Road Report

Snow control.

Banks on Briggle are completed.

They installed some driveway culverts.

Start tomorrow morning on repairs on Bowmont.
