Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Clerk Steve Knox.  Others in attendance were Louis & Violet Grooms, Gary Alkire, Nancy Cramer, Ron Katt, Clarence Flowers, David Ross, Dave Collier, Wayne Wood, Arnie Adams, Nancy Collier, Linda Zaleski, Alison Roberts, Donna Dalton, Mahlon Downard, Ted Mizer, Chris Miller, Randy McNutt, Joe Barnes, Mike Young, Sharon Perrine, and Mark Pahanish.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Allison Roberts discussed the proposed amendment to the school funding system that is on the ballot in November. She gave the summary to Baum if anyone would like a copy.

 

She went on to state that a resident contacted her about Vandersol stating that all odor complaints need to be verified for them to count.  She asked if the Trustees knew anything about this.  Strad said he thinks that back in December after Countywide brought in a third party company to help rank odor complaints, which the landfill wants to have a real time inspection done by them on all complaints.  He doesn’t think it is the only way, but it is the preferred way. 

Baum will check in to the facts about what is necessary to log an official odor complaint.

 

Linda Zaleski discussed the high water signs and that they are now putting them up all over the place when we have high water which is good.

 

Louis Grooms said that the mining trucks are making a lot of dust. The  Trustees did recommend that they start watering to keep the dust down.

 

Mr. Barnes asked what the status was on the mining that the City of Canton wants to do in the Township.  Baum stated that they can’t mine in the commercial area that they own, but the city is investigating the options of a zone change.  The part that is residential, they could apply to mine now if they want to, but so far they do not intend to go forward with that one as of right now.  Stark Parks is being brought in by the City to possibly help with developing a plan on how the property would be taken care of after the mining if it occurred.

Mr. Barnes stated that there would have to be a time frame otherwise with the mining companies history, it may never be done.  There is an informational meeting on this at the Township on

 May 1st, 2007 at 7:00 p.m.

 

A resident at 7756 East Sparta Ave is asking whether the property in front of his house is commercial or residential and a long discussion went on.  Baum asked that the residents come to the meeting on the 1st and let the city know your concerns.

 

Another resident in that area said that she doesn’t know how all of this works so is asking what the residents should do.  Baum said the first step is tonight, but the next one is to go to the meeting on the 1st, and then come back to our next board meeting letting us know what you want us to do.

 

Mike Wood stated that everyone knows that the city wants to make money off of the property, but is there anything else that they are considering like putting in housing?

 

Mahlon Downard said he really doesn’t understand the process, but it should be as easy as the residents don’t want it, so the BZA should be able to vote it down. If everyone is against it, then it should be a no brainer that it shouldn’t be approved.  Baum stated that we can’t legally do it that way due to the appeals court could easily overturn it unless you give a subsection out of the book that could be upheld.

 

A representative from the East Sparta Baseball Association is asking if we could help pay for port-a-johns and trash removal.  Strad stated that they could probably do something with the trash but the Trustees do not just write checks to organizations.  Strad stated that he should leave his name and number with Sharon and we will let him know.

 

New Business

 

A motion was made by Anstine to advertise the informational city meeting on May 1st, 2007 at 7:00.  Seconded by Strad.

 

Strad stated that the speed study that the Township paid for on East Sparta Ave., resulted in a potential 35 mph speed limit, but for long term purposes, the State decided that 40 mph speed limit would be easier to uphold in court.  It took effect last Friday which will allow the hired Sheriff to enforce it a little better.

 

Old  Business

Nothing at this time.

 

 

Financial Report

 

Knox stated that he continues to look into direct deposit for payroll, but it would cost $25.00 per month and we would have to open an account at National City Bank to get it to work.  The Trustees decided that they didn’t want to do that at this point.

 

Zoning Report

Perrine is recommending that we join the Regional Planning Commission for $328.20.  Some good benefits like big maps, etc. would be available.

Strad made a motion to join.  Seconded by Anstine.

 

The Board agreed that the fence can be put in at Miller’s if it is properly installed and properly maintained and 100% non-transparent.

 

A motion was made by Strad to allow Perrine to go on the Heade property for inspection.  Seconded by Anstine.

 

Road Report

Pahanish read the road report.

They patched the roads and helped with a few funerals.

He stated that they need to discuss paving or widening on Briggle.  Pahanish stated that it would be 5 feet wide and 2007 feet long with the price amounting to around $6,200 with us excavating the berm.  To install a leveling coarse without widening would be $22,000 for the same distance.

Strad would like to pave it so they can chip and seal it before winter.

 

A motion was made by Strad to bid this out. We will put it in the paper and then open the bids at the first meeting in June or the 4th. It is approximately 4,000 feet from Briggle to Melscheimer’s and they would like it paved before August 1st, 2007.  Seconded by Anstine.

 

Baum stated that the owners of Spring Valley wanted to know how much it would be for the Township to put pipe in.  Baum told them it would be the cost of the pipe and two loads of 304’s.  Approximately $500 would be billed to Spring Valley.  They said they think they could get the pipe cheaper so are looking into it.
