Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Clerk Steve Knox.  Others in attendance were Louis & Violet Grooms, Dan Stallman, Gary Alkire, Nancy Cramer, Ron Katt, Clarence Flowers, David Ross, Dave Collier, Wayne Wood, Arnie Adams, Sharon Perrine, and Mark Pahanish.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Ron Katt thanked the fire department for replacing the marker that was taken.

 

Dave would like to know about the deputy coming next month, and the Fohl Village will have a meeting on April 12th at 7:00 and he would like the deputy to be available for the meeting to address some concerns.  The Trustees agreed.

 

When everything is put back, is the state responsible for the roads to be fixed.  The Trustees know that the state will be repairing Howenstine and East Sparta Ave, but they are not sure about Battlesburg.  Pahanish will check on it.

 

Louis Grooms stated that the sign on Maplehurst is leaning toward Lisbon and needs straightened when the road crew gets a chance.

 

Pahanish recommended telling

 

Clarence stated that the warm weather is starting to bring back the odor.

 

Arnie stated on Riceford and Briggle, he thinks there is something that distinguishes the road change.  The Trustees would like to put a sign up, but are not quite sure where it changes.  Pahanish will ask the County Engineers what we can do about it.

 

 

 
         

 

 

New Business

 

Strad stated that we need to decide on the cleanup days.  The Trustees decided to have the cleanup day on the third Saturday of every month starting in April and ending in October.

8:00 to 1:00 p.m. with a limit of 4 tires per proof of residency.

 

Baum met with Charlie Hall and went to the John Heade’s property to review the property.  Baum called him Saturday and Mr. Heade said stay away.  Mr. Hall stated that the property looks reasonable except maybe the yellow oldsmobile.  Mr. Hall stated that we may want to have him come in for his home occupation.

 

Mr. Hall stated that the fence at the Miller property probably needs to be written up that it needs maintained because it won’t last.

 

Baum talked to the Canton City will be asking for a zone change or will be mining the residential area.  The Trustees agreed to have Baum meet with the city again with the Stark Parks.

 

Strad stated that he would like to have them come down and address the residents as to what they want to do.  He wants them to hear what the residents have to say about mining the property.

It should probably be a special meeting with the BZA and Commission along with all residents.  Baum will check to see if the city will do that.

 

Baum would like to put 4’s on Howenstine but the decision was made to put 57’s for right now.

 

Anstine talked to the Stark County Engineers and will move the water sign next time.

Discussed patching on Dueber with them as well and they will get to it as soon as they start making hot mix.

 

 A motion was made by Strad to go into executive session for pending litigation at 8:56.

A motion was made by Strad to adjourn executive session at 9:25.

Financial Report

 

Zoning Report

As a resident, she would like to commend the fire/ems for helping out on the accident that just happened recently.

 

Still working on a few nuisance complaints and a few funerals.

Thursday, they will need the road crew to help out at the cemetery due to having two funerals within an hour of each other.

 

Road Report

Bowmont is starting to come apart, do the Trustees want to put gravel on it, or dig them out and patch them.  Anstine said that he would do gravel.

 

Strad asked about Briggle and Melsheimer, the County told us how to put the yield signs up.  Some people have questioned it, and Pahanish stated that they can change it, but the liability will fall on us.  Pahanish is going to ask if we can change a yield to a stop.

 

GBW for East Sparta Ave.  No through trucks over 26,000 lbs. 

The Engineers have the study and will give a recommendation on the speed limit.  The engineering study showed approximately 35 to 40 mph, but the engineers will make a final decision. 

The Trustees would like to put them up.  Three of them will go up, one at East Sparta and Cleveland Ave., one at Howenstine and East Sparta, and one at the North Township line on East Sparta Ave.

 

Baum stated that the Waste District will not be covering all of the tire cleanup as in the past.  The Trustees decided to apply for a grant.
