Regular Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustee Bob Anstine was present as well as Clerk Steve Knox.  Others in attendance were Louis & Violet Grooms, Richard Mahoney, Dave Collier, Nancy Collier, Charles & Grace Brahman, Joe Barnes, Tim Vandersall, Mike Contestabile, Clarence Flowers, Wayne Wood, Nancy Cramer, Ramon Halter, Dan Stallman, Don George, Ron Morrow, Mike Faiello, Linda Zaleski, Ted Mizer, Mahlon Downard, Gary Alkire, Dave Collier, David Ross, Sharon Perrine, Arnie Adams, and Mark Pahanish.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Tim Vandersall stated that nothing has changed since this process started.  The landfill admits that there is a lot of heat in the old cell, and it is the opinion of one expert that it is a fire.  However, he will stand by the experts that the landfill has stating that there isn’t a fire.  Either way, the fact is that the cell is settling which is causing the top of the liner to tear.  They are fixing it as it happens and will continue to do so.

 

A resident asked to be updated on the lawsuit that the Township filed.  Baum stated that Mr. Hall filed on our behalf and can answer any questions.  She also wanted to know why everyone was named.  Baum stated that Mr. Hall wanted to make sure that anyone who has received documents about the landfill issues were brought into it so we can make sure we get everything that relates to the problems that are occurring at the landfill.

 

Dave Collier stated that we are spending a lot of taxpayers’ money to duplicate what is already being done by other agencies.  He stated that Mr. Baum has said that there was a big push by Mr. Strad to beat the EPA into the papers.  It seems very politically motivated that the Township is doing this.  We are spending taxpayer dollars on obtaining records that the Township never formally requested as well as records that are public records anyway.  Baum stated that Mr. Hall was misquoted in the paper, but anyone that would like clarification, may call him.

 

Vandersol stated that he hasn’t seen the suit, but if there was a misquote in the paper, he hopes Mr. Hall will have it corrected.

 

Joe Barnes discussed the sand and gravel proposal on the old city farm.  He is not sure what is going to happen with this, but it will make a terrible mess.

Baum stated that all mining in the Township has to go through the Board of Zoning Appeals before it is allowed.

 

Mr. Downard also wanted to make sure that it does go through the zoning board to get a permit.

Grace Barnhart is very concerned about the potential mining.  They do not want the mining right by them.

 

Sharon Perrine stated that after receiving many phone calls, she looked into it and reviewed the area in question.  It is the area by East Sparta Ave. which is the old Canton City farm property.  The Zoning Book does state that you cannot mine in a commercial area, thus it would take a great deal of changes before something like that could ever happen on the proposed property.

 

Don George thanked the Trustees for getting better signage for the detour on Cleveland Ave.

 

Tom O’Dell will be going to the Fifth District Court of Appeals and asked if the Trustees would want to comment on the appeal.  Baum stated that they would not make any comment at this time.

 

Mr. O’Dell asked if Countywide still has to get an annual permit from the Township.  Baum stated that they do and they have to apply 3 months before it is due.  Perrine stated that she would ask for a hearing if they were in any way violating the conditional use permit.

 

New Business

Anstine stated that he received confirmation that a humvee is available for the homecoming parade. 

 

Baum talked to ODOT and they will fix the potholes.  He also stated that it will take another week about the speed limit being lowered on Howenstine and East Sparta Ave.  Also, they asked for police coverage, but there isn’t an answer on that.  In addition, Baum would like to go to the city of Canton with Hall, and find out what their ideas are on the property in our Township.   Anstine said it was good.

 

Baum stated that anyone going to the annual Regional Planning dinner should send the card in with their payment, and then the Township will reimburse them.

 

CEDA meeting is this Friday at 7:00 P.M. at the Township Hall.  The meeting will be held to discuss the 96 acres that East Sparta village is trying to annex from the Township.

Financial Report

 

On February 20th, 2007, a motion was made by the Pike Township Board of Trustees to accept the following permanent appropriations for the 2007 year with Resolution #06-2007.

 

 

General Fund $820,000

Motor Vehicle $18,000

Gasoline Tax $105,000

Road and Bridge $240,000

Cemetery $55,000

Lighting Assessment $4,500

Fire District $150,000

Road District $50,000

 

Total Permanent Appropriations = $1,442,500

 

A motion was made by Anstine to accept the above resolution.  Seconded by Strad

Zoning Report

Perrine read the zoning report.

 

Road Report

Pahanish read the road report.

Most of the road crew’s time has been snow control.

He would still like to get chains for the trucks.  The Trustees agreed to allow Pahanish to get one set of chains to try them out.

 

A motion was made by Anstine to purchase one set of chains.  Second by Baum.
