Specialr Meeting

 

President Doug Baum called the meeting to order at 7:30 p.m.  Trustees Lee Strad and Bob Anstine were present as well as Clerk Steve Knox.  Others in attendance were Louis & Violet Grooms, Carol Barto, Scott Zollars(Mowing Company), Charles Hall, Sharon Perrine, Louis and Violet Grooms, and Mark Pahanish.

 

 

 

1st Public Speaks Session

 

Strad asked Scott Zollars if we could leave the mowing price the same but charge a little extra for weed eating.  Zollars said that would be good if he could have two days instead of one to finish mowing Melscheimer.  The Trustees agreed, but wanted a proposal written up and presented to the Trustees.  Zollars said that he would get a proposal ready and get it to the Trustees.

 

The new amount would be $510 dollars over two days.  A motion was made by Strad to accept the mowing bid in 2007 with the ability to do it over two days.  Seconded by Anstine.

Strad setup a meeting with ODOT and the Sheriff to see what signage would be done.

 

Bruce Beck stated that the Trustees need to go to ODOT to get the speed limit reduced…He said that Avery from Akron ODOT could get it done.  You need speed limit signs as well.  The Trustees said they have gone to ODOT, but again, there is a meeting tomorrow with ODOT and the Sheriff’s department as well as Tom Bosely, the Commissioner, is trying to get the speed limit lowered temporarily.

 

Mr. Hall stated that the Board does have the authority to pass a resolution to post No thru trucks and local traffic only.  He said he would write the resolution and send it to the Trustees.

 

Resolution #04-2007 to post signs stating that No Thru Truck Traffic and Local Traffic only signs be installed from the Canton Township line South to the first intersection of route 800.  Seconded by Anstine.

Anstine stated that he will now mow Bowmont cemetery free of charge.  The Trustees agreed that if it is free, they are willing to do that and not commit to another year of paying Mr. Barns to do it. 

 

Mr. Grooms asked if Stanley Miller could still use the road.  The Trustees stated that he can go anywhere he wants.

 

Pahanish stated that we either need a new mower for $5,300 with our trade, or spend $1,000 to fix the one we have.  The Trustees agreed to fix the one we have and use it to mow.

 

Strad stated that we need to have a more defined agreement before we go into a certain project. 

Baum stated that a mowable slope is not going to happen at the road in questions.  The piece by the road should be steep, and then she can slope it at that point.

 

The Trustees agreed per what Pahanish agreed to with the resident, that the yard will be sloped from the road as far back toward the house as the Gradall will reach.

 

Baum stated that they went to the Golf Course to look at the water problem, and Gary Conner from the Stark County Engineer drew up a drawing which will cost around $4,200 for the pipe and then the expense of putting it in. 

The trustees decided that we will approach the Golf Course owner with the option of the landowner to purchase the pipe and we cover the cost of putting it in.  If he decides not to purchase the material, we will then dig an open swale instead of installing the pipe.

 

The Trustees agreed that we want to widen Martin Drive.  Pahanish asked if we wanted to pin it and survey it and then figure out how much we will go on property owners if they agree.  The Trustees agreed that is what we should do.

 

Some other projects discussed is fixing Elson, possibly the paving of Briggle, and also start at Melsheimer and start going down the hill.

 

Strad stated that we will start the Sheriff patrol on April 5th and finish it up on October 29th for an estimated cost of $40,719.41.  A motion was made by Strad to put a bid in to the Sheriff requesting this amount.  Seconded by Anstine.

Perrine said there is one section of Melshcimer’s that  is not in the name of Pike Township.  Currently it is in the name of the German Church which no longer exists.  We should look into having that changed over to Pike Township as the German Church no longer exists thus it is the Township’s responsibility to oversee this area.

Pahanish also stated that he checked on the reflector cost for the stop signs.  It comes in 30” pieces which cost $11.66 a piece.  It takes two pieces per sign.  The Trustees agreed to start putting these on the signs and gave Pahanish the authority to purchase up to $1,000 to get started.

 

Pahanish also stated that a lot of road departments are purchasing instant chains for there dump trucks.  The cost is $1,560 a set per vehicle if we install them or an additional $290 to have them installed.

 

The road grader needs a new set of tires.  The Trustees want to hold off on that.

 

Hall sent a letter to the Stark County Coon Hunters club to try and get in contact with the owner.  So far he hasn’t had any luck.

 

Judge Loi put a judgment in on the Miller case so it is pretty much done.  He has until memorial day to abide by the court order.

 

A motion was made by Anstine to go into executive session for personnel.  Seconded by Strad.

A motion was made by Strad to increase the hourly rate of Carol Barto by $1.00 and drop the vision coverage that the Township is currently paying, as well as increasing Sharon Perrine’s wages by .50 as of February 1st, 2007.  Seconded by Anstine.
