President Doug Baum called the meeting to order at

1st Public Speaks Session
Alison Roberts stated that the EPA is meeting to
clarify what they can and can not enforce of odor nuisances. This will basically state that they can not
enforce odor nuisance but will push it down to other organizations. Her concern is that we will not be able to
take our odor complaints to the EPA and if not to them, then to who.
Baum said we will probably get Mr. Hall’s opinion as
well as contacting Kirk Schuring as to what the plans are and if we can do
anything.
Linda Zaleski asked if the Trustees will update us
on the Township’s status with the lawsuit.
She also said that the odors are not as strong as they have been, but
they are still around. Most of the time
at her home, they have been a rating of 1 to 2.
Strad stated that they just got done discussing the
lawsuit with Debbie Dawson, but unfortunately can not discuss the conversation
at this time.
Buckeye Mining was notifying us that they will be
removing coal soon off of Bowmont and will be putting the access road in.
Tom O’Dell questioned what is accepted at the landfill. He gave some information on a website that
states what has come into the landfill. He
would like the Trustees to get a list of materials that have been dumped in
previous years as well as what is being placed in the most active cell.
Tim Vandersall stated that they take non-hazardous
waste. Strad asked him if they have ever
been cited for taking hazardous waste?
In 15 years they have had 10 violations in total
Strad asked if aluminum dross is accepted at the
landfill. Vandersall stated that they
can still take it, but there are warning sheets that have gone out to all of
the landfills in the country stating the side affects in the right situation.
David Ross thanked the Trustees for placing him on
the Zoning Commission.
Louis Grooms thanked the Trustees for placing him on
the BZA.
Violet Grooms asked about putting the line on the
road. Baum stated that we sent the
letter, but have not yet gotten a response back from the Engineers office.
Anstine
reminded everyone that the next regular Township meeting will be held on the 16th
instead of the 15th due to the Martin Luther King holiday.
Strad
asked Tim for an update on the landfill.
They
have received 2 additional flares used as backups and the one that was down is
now up and running.
Strad
asked O’Dell how the odor has been in Bolivar?
O’Dell stated that it has been a lot better recently. He did want to ask Vanderall how much
leachaid is being taken out? Vandersall
stated that about 20 - 5,000 gallon tanks a day are being taken out of the
entire cell.
Strad
said that with the plastic cap, the leachaid will dry up, correct? Vandersall said that is true and that they
are no longer recycling leachaid.
Strad
also stated that we should have a work session night.
Strad
made a motion to have a special work session meeting February 7th at

Baum
stated that on advise of our private attorney, they are postponing the lawsuit
against the landfill.
They
are waiting to see what the Ohio EPA’s decision is on January 30th that could
affect filing now. The EPA told the
Health Department that they will make a decision within 30 days.
Our
attorney originally thought we could do this on our own, but after talking with
the Ohio EPA and the Canton City Health Department he now feels it is in the
best interest to wait for the EPA ruling before we file.
Baum
stated that the Zoning Commission finished the zoning book and gave the
Trustees approval on raising the rates without going through the Zoning
Commission Board.
A
motion was made Anstine to accept the proposal setting fees for 2007 Zoning
Book.

The
Board wants to send a letter to Linda Brothers on how the road crew’s from the
Village as well as the Township will handle the salting of the bridge.

was passed accepting the following 2007 Temporary Appropriations:

to move $900.00 from 03-A-02 Employer’s Retirement Contribution to 03-B-01
Salaries in the Gasoline Tax Fund.

also has had quite a few letters go out about cleaning up as well as towing
vehicles. She has extended the deadline
1 week due to the holidays.
She
said there are 5 that have been notified that their vehicles will be
towed.

Mr. Heade stated that he had a couple visitors on
his property and they came on without the authorization of the owner.
He wanted clarification that if there are licensed and
insured vehicles on the property that don’t run, they will be towed if not
removed or put into a building. The
Trustees answered that is correct.
Mr. Heade stated that the car has been there
approximately 6 months and he wants to know who they think they are threatening
to come in and take people’s property.
The car in question is an 83 Cadillac
There was a heated debate between Mr. Heade and Mr.
Strad with Mr. Heade stating that he was calling the Attorney General’s office.
