Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Mark Pahanish, Nancy Collier, Nancy Snyder, Louis & Violet Grooms, Alison Roberts, Linda Zaleski, David Ross, Ron Katt, Nancy Cramer, Sharon Perrine, Tim Vandersol, Clarence Flowers, and Dave Collier.

 

A motion was made by Anstine to accept the minutes and financials as presented.  Seconded by Baum.

1st Public Speaks Session

 

Alison wanted Tim Vandersol to discuss the Citizen Advisory Panel or CAP.  The Panel is made up of a group of Township residents who will meet on a regular basis with Landfill representatives to be informed as well as have the ability to ask questions of the Landfill representatives.  Tim is not sure how often they will meet at this time, but if anyone is interested, there are sign up sheets available.

 

Alison asked if there will information on environmental issues and other things, Tim responded by stating that it is a group that will be evolving, but he expects to see guest speakers as well as a question and answer period.  It will probably last about an hour to an hour and a half.

 

Alison asked for clarification on the prior meeting minutes, that Baum stated that we do not have the power to enforce fines on businesses.  Baum stated that the Township really can’t impose a fine, but a judge can use the Zoning Book to impose fines.  Baum continued to say that although they can, Stark County Judges have historically not used that provision.

 

Dave Collier returned the signed contract between the Fire Department and the Trustees for the 2007 year.  He also stated that Santa Claus will arrive Saturday Dec. 16th from 5:30 to 6:00 by Fire Truck and then will be traveling throughout the Village.

 

Violet Grooms stated that ever since the Township fixed the road, everyone has been speeding down that road.  It has been extremely dangerous.

Strad discussed whether they could put a centerline in, but it is not wide enough and the Engineers office advised against putting any line in due to the liability issue.

 

 

 

Strad stated that they will look more at improving the road.

 

Clarence Flowers asked if we could get the Sheriff department on occasion to cover the Township.  Strad stated that the coverage ended October 31st and if we hire them now, it would all be overtime.  Strad will check to see what the price is for a couple of days per week.

 

 Strad asked Vandersol how things have been going with the construction.  He said they are collecting about 8000 cubic feet of gas per minute.  They will finish up the 7 acres of cap that is left to do.  Also, there has been testing of the air and nothing has been found in the air that is dangerous at this time.

 

Strad said that he received a couple of calls about tankers coming and going daily.  Vandersol stated that they are getting up to 20 tankers of leachaid out of the landfill daily, thus why residents are seeing such a high amount of tanker traffic.  Water is formed by the decomposing process, and right now, there is a lot of leachaid being produced.  Gas wells have a 6 inch pipe that goes into the trash and if the leachaid is left in the area, it could get into the pipe thus making the wells inactive and ineffective.  

 

Strad also stated that the Township gave the landfill a special permit to work more hours to try and alleviate the odor problem.  Is this something that they will need after the 15th deadline?  Vandersol stated that he was not for certain, but as of right now he does think they will need to extend it past the deadline.  They will be need to be able to remove leachaid during off hours, thus they will need to continue at this point.

 

Will they need any extension on the construction portion past the 15th?  Vandersol stated that he doesn’t see any reason for it to be extended, but he would like to be able to have someone come in if a well goes down to fix it at any time.  Strad stated that in that case, it would be okay.

 

Baum asked how many leachaid loads will be taken out during off hours?  Vandersol stated that about 5 to 10 loads during the off hours, and then more during normal working hours. 

 

Alison asked if there was any idea of when the reaction would stop or slow down?  Vandersol stated that as of right now, they don’t have any predictions as to when it will slow down and as of right now it is still really warm down there.  Strad asked if this was a biological or chemical reaction that is causing the reaction to be faster than normal?  Vandersol said that it is a chemical reaction.  He went on to explain that the aluminum that was dumped possibly mixed with another agent or on its own created a very fast decomposition rate.

 

Linda Zaleski said that 7 days a week 24 hours a day is a bit much for them to be running tanker trucks in and out.  Why can’t they haul enough during normal working hours to alleviate the trucks from making so many trips outside of normal working hours?  Vandersol answered by saying that the plants can only take so much at one time.  Strad asked how long it takes to load a

 

truck and how much?  Vandersol said it takes about a half an hour to load approximately 5,000 gallons of leachaid.  Zaleski asked how long will the Trustees need to give an extension so they can haul leachaid 24 hours a day?  Anstine followed that up with a question to Vandersol asking how long he thinks they will need to do this?  Vandersol said he really wasn’t sure how long they will need to do this, but they don’t want to haul at night, so when they can stop they will definitely do so.

 

Alison asked if they use the same route when hauling leachaid?  Vandersol said yes, although they did catch one of them driving a different route and the driver said that he didn’t know.

 

Strad said that to answer her question, it isn’t open ended but may be a monthly renewal as needed.

 

 

New Business

Baum stated that he came across Bowmont, and wanted to thank Buckeye Mining for chipping a sealing the road.

 

Strad said that he spoke with Joe Mezquita and he said he will be leaving the area to go to Arizona at the end of the month.  The Trustees have a vacancy that will need to be filled and can be done at the reorganization meeting.

 

The solicitor for the Village contacted Charlie Hall to setup a meeting to discuss the annexation and see if something can be worked out.  Mr. Hall has been trying to talk to the Villages attorney, but has not been able to get a response from that individual.  Mr. Hall is writing a letter to the solicitor explaining the situation.

 

A motion was made by Anstine to go into Executive Session for pending litigation.  Seconded by Baum.

Financial Report

A motion was made by Anstine to accept $1,335 per month for all legal expenses with Charlie Hall that will begin January 1st, 2007 to December 31st, 2009.  Seconded by Baum.

Knox asked if they discussed the smoke free workplace.  Baum stated that they had not.  There was a discussion on the need for signs being posted at the Hall designating no smoking in the facility per the new law.

 

Zoning Report

Perrine read the zoning report.

 

She said that she is basically just following up on the towing of vehicles.  There has only been one that has been actually towed.

Strad asked if there has been anything further with Stanley Miller?  Nothing at this time.

 

 

Road Report

Pahanish read the road report.

Berming and Ditching on Elson, East Sparta Ave and Martin Drive.

Finished putting brakes on #5 Dump.

There was a resident who would like the road widened on Martin Drive.

Road drag needs new edges on it.  The Trustees agreed to purchase these for approximately $120.00 times 6 blades.
