1st Public Speaks Session
Ron Katt discussed the letter he received from ODOT
discussing the bridge closure on Route 800.
It answered questions that people had about the detour as well as all of
the other questions that people had concerning the bridge and road closure.
Ron Lewis sked about vehicles in the Township that
have now been tagged to tow if not removed or cleaned up to Township Zoning
standards. Strad stated that the
Trustees are trying to move any vehicles that are sitting for a long period of
time and or not licensed. The gentlemen
stated that there are three vehicles that run good, but do not have a
title.
Strad stated that
Louis Grooms stated the meeting they attended was
very informative.
Clarence Flowers asked about the Township regulating
liquid waste going into the landfill.
Strad stated that the zoning book does not and can not enforce the
liquid waste that is going into the landfill.
There was a discussion about the odor and the right
of the Township to enforce the landfill.
Strad stated that if the EPA can not deem the
landfill a nuisance, then how are we supposed to deem them a nuisance?
There were more questions revolving around the
authority of the Township and what they can and can’t do to enforce rules on
the landfill. Strad stated that they can
get in more trouble with the EPA and Health Department than anything that the
Township can do.
Strad again reinforced that the Township has no
authority over odor nuisance, that falls under the Health Department.
Baum stated that assessing fines on the landfill is
also not an option because we are not legally allowed to do that.
Strad asked Debbie Moore, from the Health
Department, how much land is needed to guarantee someone getting a septic? Debbie stated that there is no guarantee
because it depends on the layout and soil type of whether approval is given.
A representative of Regional Planning presented some
documents showing what type of mapping they can now do for the Townships. There is an initial cost, but they can
separate it into sections showing flood plains as well as other items.
There are different prices for this service based on
what the Township requests. The Trustees
will discuss with the Zoning Inspector and Cemetery Sexton on which maps they
are requesting. Once this is submitted,
Regional Planning will give a quote. A
ball park figure is around $500 to $600 for this service.
Baum thanked the Board members who made it to the
Faircrest meeting.
The Trustees decided to have the re-organizational
meeting on Tuesday January 2nd at
Also, the Trustees signed the Fire Contract, but
there was a discussion as to whether the contract was supposed to have an extra
$25,000 or $10,000 in 2007. They called
Knox who said in the minutes of last meeting, they stated $10,000 but if they
want to change the contract, go ahead and do so but initial the change.
A motion was made by Anstine to change the contract
to reflect an extra payment in 2007 for $25,000 instead of the $10,000 as
printed in the contract. Seconded by
Baum.

to adjourn executive session. Seconded
by Baum.
Strad asked Pahanish if he
was working on Briggle recently.
Pahanish stated yes. There is a question
as to why the Backhoe was parked at his house?
Pahanish stated that they worked on Briggle and he parked it at his
house over the weekend then used it on the following Monday. He said they worked out there Friday and then
Monday of the meeting and then Tuesday.
Strad asked Pahanish if he used the backhoe for personal use? Pahanish stated No.
Anstine said he drove by
Pahanish’s house and the backhoe was parked there which with everything that
has occurred with equipment and the employees in the recent past, was not a
good idea.
Baum said he knew about it
Monday, contacted Pahanish on Tuesday, and Pahanish told him that they were
working on Briggle right by his house on he previous Friday and were continuing
to work there the following week so he parked it at his house out front. Baum stated that he doesn’t think it is the
best of ideas to have the backhoe at the house under the recent events that
have taken place but he understands parking close to the job site.
Strad stated that it was a
dumb thing to do, and to use better judgment next time.

to pay the Ohio Township Association Dues for 2007. Seconded by Baum.
Knox had written a question
on a blacktop bill for Pahanish to review because he wasn’t sure what it was
for. Pahanish was going to check on it
with the company.

Sharon Perrine read the Zoning report.
The Ohio EPA was wondering if they could use the
Hall for a meeting if they have one. The
Trustees stated that would be fine.
Also, she will continue on with towing the cars that
are defined as a nuisance.
Strad stated that she should continue marking and
towing nuisance cars.

couple weeks will consist of berming and ditching and taking trees out.
