Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Road Supervisor Mark Pahanish, Nancy Collier, Dave Collier, Joe Barnes, John Miller, Nancy Cramer, David Ross, Jerry Werner, Ron Katt, Alison Roberts, Todd Hamilton(Countywide), Darrell Thompson, and Paul Hanood.

 

A motion was made by Anstine to accept the minutes and financials as presented.  Seconded by Baum.

1st Public Speaks Session

 

The Trustees offered $80,000 with an extra $10,000 at the end of the year for 2007 to the East Sparta Volunteer Fire Department.  Dave Collier stated that he would take the offer back to the Board for vote.  Baum asked if they settled with Sandy Township yet?  Dave Collier, East Sparta Volunteer Fire Dept. representative, stated that Sandy offered $14,000 per year for two years.  The Board has not voted on the offer as of yet but will occur tomorrow night.

 

Allison thanked Bob Anstine for getting the trees trimmed that were impeding the line of site on some driveways.

 

Todd from Countywide discussed what they are doing to alleviate the odor problems.  They have 20 acres of plastic cap installed out of the 80 acres.  The caps are not anchored so odor is still being released at this time.  They will be anchoring those, but are trying to get some other things done while it is open.

They put in a flogger system on the East Side of the landfill.  They are surrounding the particular area that is the worse with the flogger system to help alleviate the odor at this time.

 

The South slope is 2/3 complete, but they have about 5 days left to finish off the slope.

They are continuing to put pipe in before the weather hits.

 

Allison stated that she had heard that there is an area or circumference that will be an allowable area of odor surrounding the landfill, and wants to make sure that is not the case and if so, that she is not in that area.

 

 

 

 

 

 

 

Todd stated that they are trying to meet the EPA’s first point on the orders which is to control the odor.  They are having a hard time understanding all of the items in the order that came down from the EPA.  There is no clarification as to what a standard is, so they don’t know when they actually have met the orders since no real definition of a standard is known.  Basically, they are to meet something, but have no guidelines as to when they have met it.

 

Strad asked who creates the standards that have been discussed?  Todd stated that the EPA will have to set the standard, but it will probably have to go through legislation before that can be done.

 

Strad discussed whether there will be an informational meeting, and if so, where and when it will be?  Todd stated that they are shooting for November 1st  at Faircrest School, but nothing is finalized.

 

Paul Hanood asked why Faircrest and not Sandy Valley.  Strad stated that it is free and next to the highway but could be moved if need be.

 

Ron Katt asked whether the odor is as bad when it is cold out.  Todd stated that most odor problems go away in the winter only because most people are not outside and don’t have their windows open.

 

He went on to state that on the 21st of September, the temporary cap was torn while they were trying to build a temporary road which allowed more gas/odor to be released.

 

New Business

A motion was made by Anstine to go into executive session for legal and personnel.  Seconded by Baum.

A motion to adjourn executive session by Anstine was made.  Seconded by Baum.

 

Resolution#16 was entered into stating the following:

 

A motion was made by Anstine per section 505.173 authorizing the Zoning Inspector to use abatement on motor vehicles in violation of this code.  Seconded by Baum.

Financial Report

We received an update of our financial software which now allows us to have the possibility of doing direct deposit.  Knox will do a little more research and report back to the board.

 

Auditors have all of our financials records from 2004 and 2005.

 

Knox made a recommendation to make an extra payment for fire coverage in 2006 for $25,000.  This was discussed prior to reaching an agreement last year, and it looks like financially we are able to do this.

 

A motion was made by Anstine to make an extra payment for fire coverage in the amount of $25,000.  Seconded by Baum.

Zoning Report

 

There is a piece of land on the Malavite property, that while changing a parcel of land, it was discovered that Howenstine Road used to go through the property.  Canton Township has already vacated the property on the north side, but Pike is responsible for the south side and we would also need to abandon the property so they can proceed. 

 

Resolution#17-2006 was entered stating the following:

A motion was made by Anstine to abandon the old Howenstine Road that is in question.  Seconded by Baum.

Resolution#18-2006 was entered stating the following:

A motion was made by Anstine to waive the zoning appeal filing fees as well as waiving the annual fee for the Canton South Hot Stove Board that wants to put 3 baseball diamonds in on

 

 

 

 

 

 

Mrs. Millers property by Stinewood allotment.  The annual fee will not be waived automatically, but will be done on an annual basis by the Trustees.

Pahanish read the road report.

Mowing grass on roads.

Monuments were installed.

Some of the roads were swept and cleaned.

Picked up trash along the roads.

Also, Pahanish was trying to contact our oil provider to try and find out about the necessary additives.  Strad stated that it will probably be a couple of years before they implement the new sulfur fuel which would cause us to add additives.

Strad stated that for the next few weeks they should berm and ditch.

 

Other Business

 

Baum was at the Park Board meeting, and they are discussing the possibility of cutting down 30 of the park trees.  The trees are all black cherry trees, and people are willing to pay them a few thousand to harvest them.

Baum recommended not to cut down all of the trees, but said that he probably could get our Board to agree to allow our road crew to take care of the tree mess around the tennis court at the minimum.  Baum asked whether the Board would give him approval to move forward on behalf of the Township, with Township funds being used to cleanup around the tennis courts.  The Trustees agreed to allow him to proceed.

 

Hall discussed the possible annexation of Township property, and he has received from the Village of East Sparta the actual layout of what they want to annex.  The Trustees appointed Baum to represent the Board to discuss the annexation with the residents that are being affected.

 

Hall also presented some reports from the Canton City Health Department on testing that has been done on the air quality surrounding the landfill odors that have affected the Township.
