Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Mark Pahanish, Nancy Cramer, Ron Katt, Gary Alkire, Tim Vandersoll, Dave Collier, Courtney Vesa, Brittany Pope, Amy Russ, Katie Risner, Dan Baum, Travis Bair, AJ Yacky, Louis and Violet Grooms,  Clarence Flowers, Jerry Eibel, Dave Collier, Richard Mahoney, David Ross, and Sharon Perrine.

 

A motion was made by Anstine to accept the minutes and financials as presented.  Seconded by Baum.

1st Public Speaks Session

Strad talked about the new ruling by the EPA toward the landfill.  The Township contacted their attorney to find out what our role is and what we should be doing.  The recommendation was that any questions should be deferred to our legal attorney due to the fact that we are already in pending litigation.  Please contact either Debbie Dawson, or Charlie Hall.

 

Linda Zaleski asked about the curve on Dueber Ave. where the trees have grown up so close to the road that it is impairing the line of site thus making a dangerous situation.  You can’t see traffic coming when pulling out of the driveway.  She asked whether we could get the trees cut back.

 

Anstine stated that he called the County Engineers Office and they will take  a look at the trees to see if they can or should cut them back.  Anstine will do a follow-up call tomorrow.

 

Zaleski also said that the new recycling bins at Dueber station are excellent.  She just wants to make sure that everyone knows about the bins at the Fire Station on Dueber and there benefit to the community.

 

Tom O’Dell wants to refer back to a letter from Countywide to Strad, and it mentioned the odor suppression system.  O’Dell wants to make sure that the letter is straightened out and that a few of the statements in the letter about Club 3000 be corrected due to there inaccuracy’s.

 

He also wanted to refer to the announcement from the EPA that the Landfill has until Decembere to fix the odor problems, and that all Federal, State, and Local government should rally around this.

 

 

 

 

Arnie Adams from the Fire Department, said they had training at Marathon.  They also have some issues in the past two weeks with Sandy Township and that the end result was that Sandy Twp. Tuscarawas will not renew the contract between them and the East Sparta Volunteer Fire Department which goes into affect next Tuesday.

Strad asked how long they have been contracting for the same amount of money?  Adams said since 1968 they have been receiving relatively the same amount of money which has approximated 9,000 to 11,000 per year.

 

Louis Grooms asked if a house was burning, would the Fire Department respond under the new

non-agreement?  Adams stated that when the contract ends they will not be covering the area. 

 

This in no way affects Pike Township residents service.  As for Sandy Twp., Adams said that they will have to contract with someone to cover the whole area with Mineral City and Magnolia being the ones that they will probably be using.

 

Clarence Flowers asked if the Sheriff that the Township contracted with worked out well.  The feedback has been very positive, and we will probably contract with the Sheriff again next year for the same 6 month period.

 

Tim Vandersol from Countywide Landfill stated that the findings and orders are out from the EPA with a deadline for compliance being December 2006.  Countywide has put in 20 or more additional wells to alleviate the odor and they should see a great improvement before the deadline.  They do have someone on site to handle the complaints and will sometimes come out and verify the odor at the property in question.  The number is (330) 874-3855 at the main offices.  This person is a vendor and not employed by the landfill.

 

New Business

 

Anstine is still waiting on a call back from the Railroad about the crossing by the tile plant.

 

Perrine discussed the landfill odor and the Prosecutors stance on the issue.  The question is whether the December 15th deadline is actually a legal date due to an appeal being filed by the landfill on the nuisance complaint from the EPA.

A motion was made by Anstine to go into executive session at 8:48 p.m. for personnel.  Seconded by Baum.

The Trustees agreed to keep the Fire Inspector Dale Frietag, but will re-evaluate January 1st, 2007.

 

 

 

 

Financial Report

 

Resolution: 13-2006

 

The Board of Trustees of Pike Township, Stark County, Ohio, met in regular session on the 18th day of September, 2006, at the office of the Pike Township Trustees with the following members present:

Robert Anstine

 

Mr. Anstine moved the adoption of the following Resolution:

 

Whereas, the Board of Trustees of Pike Township, Stark County, Ohio, entered into a street lighting contract with the Ohio Power Company, to provide lighting in the Unincorporated Ferndale Subdivision as well as the Unincorporated Maplecrest Subdivision in Pike Township;

            Whereas, the cost of street lighting under the terms of the contract with American Electric Power will be as follows:

 

            Ferndale Allotment: $1,332.50 per year. $666.25 per half.  $5.60 per parcel per half.

            Maplecrest Allotment:  $732 per year.  $366 per half. $14.64 per parcel per half.

 

Therefore, be it resolved that the properties in the street lighting district be assessed at the rate of $11.20 per parcel of which there are 119 in the Ferndale lighting district, and $29.28 per parcel of which there are 25 in the Maplecrest lighting district.  The Clerk is hereby ordered to certify the assessments at the rate of $10.50 per parcel for Ferndale, and $29.28 per parcel for Maplecrest for the tax years 2007 thru 2011 to the Auditor of Stark County for collection in the two semi-annual installment for said benefited lots and parcels of land in the 2 lighting districts. 

 

Mr. Baum seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:

Perrine read the zoning report.

 

Road Report

 

Pahanish read the road report.

Finished the berm with ODOT on route 800.

Mowing roads.

Mowing cemetery’s

Finished chip and sealing.

Farber has been swept, and can now be striped.

Anstine will find out if the company we are contracting with will be redoing the center line when they come down.

They will be continuing to mow roads.

 

A dozer will be coming from ODOT to take the topsoil off behind the township so they can fill it in.

 

A question did arise at to who is in charge when they are digging.  The guy in the ditch or the operator?  The Trustees agreed that the person in the ditch is the boss.

 

Gary Alkire was wondering about the south end of Bowmont and it looks like it is washboarding.  Pahanish stated that he will look at it.
