1st Public Speaks Session
Todd from Countywide, discussed some of the things
that they are doing to alleviate the odor issues.
Allison stated that landfills can smell, but they
should keep it on their property. Also
there are some ORC’s that that state the odor cannot affect property in an
adverse way.
Strad stated tat the Stark County Health Department,
Canton City Health Department, Commissioners, and the EPA are the people
responsible for overseeing the landfill from contamination issues, to odor
issues..
Todd stated that he feels that they are in
compliance with all legal requirements.
The only thing that is possibly a legal issue is whether the odor has
become a nuisance by law. He is not sure
how that will play out in the legal arena.
Todd also stated that there will be some mechanism
for public disclosure of all the issues concerning the landfill. They don’t have anything to hide, but a lot
of times they get a bad rap. At some
point though, they would like to have some kind of disclosure probably through
a monthly meeting or status report to the public.
Strad asked if we could pass along to the public
that a representative from the landfill will be present, on a monthly basis, at
Township meetings to answer public questions.
Maybe like once a month for a 10 minute limited period. Todd stated that he would let Strad know if
that is a possibility.
Monday, August 7th 06
Alkire stated that Buckeye Mining received its
permits to mine the Belden and Blake property east of Bowmont. They will be blasting, but it won’t be for a couple
more months.
Pahanish expressed his concern over the roads that
the trucks will use when exiting the property fully loaded. Alkire stated that they will be coming out on
Bowmont and going south. That is a road
that was supposed to be paved, but upon this news, they will probably wait.
David Ross stated that he called County Auditor
Perez’s office asking if you can get a tax reduction due to the property value
going down near the landfill. His office
stated that it is possible, but you have to prove it. As of right now, they are not seeing current
property values, based on sales in the area, going down. Allison stated that she also called, and they
can’t do anything until January.
Todd also asked if it was possible that tours would
help people understand the landfill and the operations and what they are doing. The Trustees agreed that it may help.
Todd also stated that the deputy was at the scale
house this morning using the scale to weigh trucks as they come in.

Magnolia updating the Township bank information as to who has the authority to

talked to the

received a written reply from Charlie Hall on some of the annexation questions. He doesn’t think it answered a lot of the
questions, so Baum would like to have him come down to the special meeting on
the 23rd.
The
Trustees agreed that the meeting on the 23rd would be a good one to
come to. The Township Trustees would fit
the bill for the meeting as well as requesting to go into executive session with Charlie on certain matters.
Nothing
at this time.
July 28th
was the Sherlin cleanup. All of
the bills should be in, including the Sheriff and the Joe Little company. These should be the only bills and will need
to be placed on Mr. Sherlin’s tax bill.
Resolution #13-2006 was entered into with a motion being made by
Anstine that all of the bills associated
with the cleanup will be assessed to the taxes of Mr. Sherlin. Seconded by Baum. Roll Call Vote: Strad-Yes

The Chairman of the BZA Mr. Burkhart, Trustee Strad,
Township Attorney Hall, Mr. Dave Miller and his Attorney met at the Miller
property for about 2 hours. Ater the
meeting, a walkthrough occurred, and Miller stated that he is in compliance and
will not change anything. Mr. Hall
stated that because of his attitude(Mr. Miller) at the meeting, he is
recommending that we go to court and let the courts decide the outcome.
A motion was made by Anstine to go forward with
legal action against Stanley Miller allowing the court to decide the case. Seconded by Baum.

They
will continue to mow roads and the cemetery as well as put in culverts and
catch basins.
Strad
stated that they should clean up the cemetery next week. Pahanish requested that one of the Trustees
be there due to the problems every year with people complaining about the
cleanup. It was agreed that they will
cleanup on the 15th of August with Trustee Strad present.
Baum
stated that in the latest PERS pamphlet, they announced a seminar for members
of over 5 years. It is November 15th

also is concerned that the Township is getting the short end of the deal with

stated that they have spent 7 days in the Gradall, and 120 hours in the dump
truck, while only using the roller twice.
From
this point forward, Baum would like an hour for hour trade on the roller for
the Gradall not this lop-sided stuff. We
are giving them a $200,000 piece of equipment for a $65,000 piece of equipment.
All
of the Trustees agreed, and Anstine was going to call the Township Officials to
alleviate this issue.
