Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Mark Pahanish, Nancy Cramer, David Ross, Dave Collier, Gary Alkire, Sharon Perrine, Ron Katt, Joe Barnes, Steve Evert(Sandy Valley Community Park Board Member) and Dale Batdorff(Dolphin Electric).

 

A motion was made by Anstine to accept the minutes and financials as presented.  Seconded by Baum.

1st Public Speaks Session

 

Ron Katt asked if any of the Trustees had an opportunity to see if it was possible to lower the speed limit on Battlesburg just east of Route 800 from 55mph to 35mph.  Anstine said he talked with the Engineers, and as of right now, they can add it to the feasibility study in 2007.

 

Steve Everet from the Sandy Valley Community Park thanked the Board of Trustees for the hot water heater and the park entrance signs.

 

Pahanish stated that they bought two park entrance signs, but ODOT had already put up yellow signs.

 

The Trustees agreed to replace the yellow park entrance signs with the blue ones that we purchased.

 

New Business

 

Baum stated that the Sheriff coverage in the Township will be ending October 31st.  The Trustees agreed that they would like to do it again next year.

 

Baum also stated that Sept 28th through the 30th is cleanup day for hazardous waste in Stark County at the Timken Company.

 

Baum also stated that there will be a meeting this Wednesday with  the Tri-Division Ambulance Board, and the Trustees from Sandy Township(Tuscarawas).

Baum made a motion to go into Executive Session for personnel.  Seconded by Anstine.

Anstine made a motion to adjourn Executive Session.  Seconded by Baum.

 

 

Old Business

Nothing at this time.

 

 

Financial Report

Knox gave the financial report:

Received our liability policy from Whitaker Myers(The Ohio Plan).

Received our resolution to put the fire levy on the ballot with the stamp of receipt from the Board of Elections.

Received the Cooperative Purchasing Program valid through Sept. 30th, 2007.

 

Received our Premium renewal rates from Aultcare which are as follows:

Zoning Report

Perrine read the Zoning report.

A few BZA members would like Pahanish to give his opinion on the Scott Brown property since he is asking for a split.  They are concerned about the danger of people pulling out of the property.  Baum stated that the Board must approve or not approve based on  Zoning book, not whether it seems like it would cause a dangerous drive.

S&N pallet company think they have the right to put a trailer beside the property.  They must go through Regional Planning and get a Zoning permit which neither has been done to the best of her knowledge.  Stark County was going to survey the property to see if the trailer in question is far enough away from the right of way.

 

Mr. Hall was to file papers today against the Stanley Miller Construction Co.  for violating our zoning regulations and the agreement.

 

Also, there is a property on Downing with an illegal septic that Debbie Moore will need to look into.

 

Road Report

Pahanish read the road report.

Gary Alkire stated that they would use about 8/10 of a mile of township roads while they are mining a new area.  They still have a $10,000 bond.  They said they would chip and seal the road before winter for us.  The reason to chip and seal it would be for safety reasons.  It’s not a high production job, but the weight of the trucks will be pretty heavy. 

 

The Trustees opened the bids up for the Briggle and Howenstine only paving project.  Bowmont is canceled due to the mining that will be occurring.

It is going to take approximately 1,450 tons to do the job.  The cost will be approximately high 60 thousands.

 

That will leave approximately $30,000 for chip and sealing for the year. 

Pahanish stated that he would like to do Farber and East Sparta Ave 

The Trustees agreed that we should do Farber with the $30,000 dollars.

 

Anstine will call Brown Township for the roller for next Monday.

A motion was made by Anstine to accept J&D Mining at $49.00 per ton for Briggle and Howenstine with the part of Canton Township paying for their portion.  Seconded by Baum.

Pahanish said they will be doing the following for the next couple of weeks:

Culvert work on Maplehurst.

Waiting on light for flag pole.

Ditching on Bowmont.

 

Pahanish also stated that he would like a refrigerator for the back.  The Trustees agreed to the purchase.

 

The new generator is in.  It starts every Friday around noon to test itself.

Strad stated that we may want to put a chain link fence around it.  Baum asked that we get a price first.

 

PERS seminar in Cuyahoga Falls was offered to the Road Crew.  Pahanish will check to see who wants to go and let Knox know.

 

Cleanup day had two 40 yd. boxes of trash, and a dump truck load of scrap.

The 21st of  October will be the last one of the year.

 

Baum would also like to have a leaf cleanup day on the third Saturday of November, the 18th from 8:00 to 1:00.
