Emergency  Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Sharon Perrine, Ron Katt, Lori(Press News), Tim Warstler(Director Stark County Commissioners Emergency Management Agency), Don Kendrick(Engineers Office), David Faverty, Jackie Faverty, Charlene Stelluto(East Sparta Council), Jackie Truax(East Sparta Mayor), and Dave Collier.

 

                         

New Business

Mr. Warstler, the Director of the Stark County Commissioner Emergency Management Agency, introduced himself and stated his reason for being at tonight’s meeting.  Strad thanked him along with the Sherriff’s office, Osnaburg Township, and Canton Township road crews and fire department for helping out during this emergency. 

 

Mr. Warstler said there is a Governor Declaration that just happened today. This Wednesday, he will be touring the damage areas with representatives from the FEMA Damage Assessment team.  They just want to see damage and get numbers so there won’t be a whole lot of time for conversing with many people.  He also noted that Pike Township is one of four in the disaster declaration from the Commissioners Office.

 

He went on to state that ODOT and the Engineers have a good plan for the debris.  They have been and will continue to collect all of the “green” debris and make piles at certain locations.  Once all of the debris is centralized, they will bring in a tub grinder and chop all of it up.

 

The field at the Township will be the debris field.  East Sparta Village is using the park at their debris field, but it will be cleaned out and brought back to the Township field.

 

Also, any green debris in the right away, will be removed by the Engineers office.

 

Mr. Warstler will need estimates all damage and expenses associated with the damage including opening ditches, fixing the road problems, hours of equipment used, etc.  The Trustees agreed that everything should be run through Sharon Perrine and Mark Pahanish, with the Fiscal Officer being at the top of the paperwork.

 

Warstler stated that there will be a meeting with the Fiscal Officers and the Emergency Government at a time to be announced later.  The Trustees agreed to offer the Township Building as a meeting place if needed.

 

Strad asked if we could possibly get more and bigger equipment to use.  Warstler stated that they should be able to do that.  He will need a list of items that they would need.

The Trustees would like to see at the minimum:

Street Sweeper

Bigger Trucks

Grapple

Big Chipper

 

A resident asked if there is a number to call if you can’t get the debris to the road in a timely manner?  Baum stated that they can call the Township.

 

During the Public Assistants meetings, they will outline what you need to do to submit claims, and how you need to account for it.

 

He also recommended that you put a transfer switch in so next time it is easy to plug a generator in right away if something like this happens again.

 

Mr. Warstler also said that there were approximately 880 Power Poles down in the County, and there were more that needed to be fixed.

 

The Trustees stated that Sharon Perrine and Carol Barto should move there efforts toward the FEMA items to make sure everything is taken care of from a tracking stand point.

 

Baum would like to okay 9 to 10 hours of OT per guy per week to make sure we get as much done as possible, but not burning them out.

 

Strad stated that the Fire Department went around and did some volunteer hours handing out water and checking on people to make sure everything was okay. 

 

Arnie Adams stated that they had about 40 calls that night, from trees to cars, and only a few squad calls.

 

If residents have some real losses that need further assistants, they can contact the Jobs and Family Services Department for assistants. 

 

A motion was made by Anstine to adjourn.  Seconded by Baum.
