Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Homer and Julie Collins, Nancy Cramer, Nancy Collier, Gary Alkire, Ron Katt, Louis & Violet Grooms, David Ross, Joe Barnes, Allison Roberts, Richard Mahoney, and Joe Barnes.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Nancy Cramer stated that she would like to own the school property that she has been taking care of for over 50 years.  She would like to take an adverse possession to the land that is next to her property.  She is notifying the board that she would like to own the property.  The Board stated that they don’t see any problem with this happening.

 

Joe Barnes stated that the Deputy that the Trustees have contracted with for the next 6 months has been doing a good job.  He has seemed to stop the speeding on Route 800, as well as running off some 4 wheelers on his property.

 

Dave Ross asked Pahanish about the entrance to Fohl Village and a hole that needs filled.  The Trustees said that he would take care of it.  He also asked about when the Recycle bins will be placed at the Firehouse?  Pahanish stated that they will be delivered Thursday.

 

Mahoney thanked the Trustees for putting the recycle bins on the cement pads.

 

 

New Business

Old Business

 

Strad stated that in Common Pleas Court today, a decision on the case of Mr. Charton vs. the Township lawsuit.  The court ruled against Mr. Charon and has approved the agreement between the Township and the Landfill.  Basically, the court denied Mr. Charton’s lawsuit that the agreement should not be allowed.

Another suit from Brenda Charton was dismissed by Judge Brown on a similar lawsuit.

 

Anstine asked Pahanish if Brian Wise from the Engineers office came down and looked at Deerwood Circle and gave any opinion on what we should do to fix the road.  Pahanish stated that Brian wasn’t sure what we should do, but wanted to do some more research before giving us an opinion.

 

Baum stated that Warner’s Greenhouse, which is located on Howenstine Drive, will donate the flowers again this year for the area around the sign in front of the offices.  Baum will get with the Girl Scout’s and plant and mulch the area.

 

Baum also stated that the Stark County Then and Now historic pictures are available.  The photographer said they are worth over $900, but will sell them for $460.  There are approximately 9 left and  he would give us one of each of the photos that are left.  A motion was made by Anstine, seconded by Baum to purchase the pictures.

 

Also, he got together with Vandersol, Jerry Warner(Township Odor Representative), and went to Countywide and received the grand tour.  This included an explanation of why the odor is as bad as it is, but the odor should get a lot better in the future.  There are meetings with the health department along with an expert from Wisconsin as well in the near future. 

 

Baum talked about Deerwood Circle, and his opinion is to dig out the worst 300 or 400 feet and fix that this year.  The Trustees agreed that this could be an option, but want to wait on the Engineers opinion.

 

A motion was made by Anstine to move 30,000 from 01-L-02 Materials, to 01-A-26 Other Expenses due to the 6 month police coverage.  Seconded by Baum.

Knox also stated that he met with the County Auditor, and the budgets for the Townships will not be due until October 20th instead of July 20th.  This was done so everyone can get a more realistic budget put together.

Zoning Report

 

Perrine stated that it looks like a lot of people are using the Pike Township Web Site.  There have been over 2,800 hits.  There are forms, the Zoning Book, and the minutes are on there. 

 

She also wanted to remind everyone that  permits are needed for swimming pools, building, etc. since we are moving into that time of year when people are building things.

 

The Barn on Elson street is down and removed.

She has received quite a few complaints about the odors at the landfill.  There is a letter from Tim Vandersol explaining that they are working on a system that is broke down, and until they get it unplugged, the odor will most likely be a little worse than normal.

 

There was a hearing on Friday about Stanley Miller’s with the outcoming being that the lawyers need to give more briefs on the definition of some of the items in the agreement.

 

Road Report

 

Bins will be at the Firehouse Thursday.

Patched holes on Howenstine and East Sparta Ave.

Ran the sweeper on all non-gravel roads in the Township.

Cut brush on Bowmont.

Sprayed all of the cemeteries for dandelions.

One pickup needs tires which will cost $500.00.  It’s the one we use mosquito spraying for.

A motion was made by Anstine to purchase the tires.  Seconded by Baum.

They sent the grader in for repair.

Cleanup day is this Saturday from 8:00 to 1:00.  5 tires per household.

June 5th they will start chipping and sealing the roads.  Anstine said Brown Township will help with a truck and roller.

Pahanish asked for June 12th through the 16th and August 7th through the 11th  off.  The Trustees approved his vacation request.

 

Baum asked about the pot holes on Keifer.  They decided to rip the bottom section and re-do it.

 

Sherlin property update…there has been some cleanup.  The Health Department is more in control and has a little more power than the Zoning Department.

There was going to be a foreclosure on the property, and the day before the fore closure, he took a loan out and paid the other loan off so it wouldn’t be foreclosed.  The Prosecutors office now has to start over which will cause us to lose a year legally on the matter.

 

The Health Department said they don’t have the funds to clean the property up, but they need to manage the cleanup.  Someone needs to pay the bill, which could be paid by us and then we assess the property.

 

Strad made a motion that the Stark County Health Dept take care of coordinating the cleanup of the property, which we will pay for it and assess the taxes.  Seconded by Baum.

A motion was made by Strad that once Perrine retires, She will make $1,200 and we will pay all three insurance coverages which include Medical, Vision, and Dental coverage.  Seconded by Baum.
