Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Nancy Cramer, Ron Katt, Louis & Violet Grooms, David Ross, Joe Barnes, Clarence Flowers, Chris Freitag, marlene Gray, Jackie Truax, Kenny Byrd, Charlene Shellut, and Dave Collier.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

There was a long discussion between the Trustees and the East Sparta Village Council on the annexation plans of the East Sparta Village and the original verbal agreement that the Trustees were okay with.  The Trustees originally stated that they would be okay with the annexation from the park north to Farber.  Then it came out that the Village was talking about not only the park, but some of the properties south of the park.  The Trustees stated that they were not in favor of this.  Nothing was resolved at this time.

 

Anstine stated that he talked to a Railroad Representative, and the representative suggested that we get together with the tile plant, as well as get contributions from local people to improve the crossing site.  Anstine told him that wouldn’t work, but instead stated that we could provide some labor hours to help improve the site.

 

 

New Business

 

Baum talked to Jerry Warner about volunteering as a liaison on behalf of the Trustees on all odor update meetings.  Mr. Warner agreed to do it and will be going to the next landfill meeting on Friday for a meeting so he can get informed and up to date on the odor system and any other issues that have to deal with the odor a the landfill.  He will then report back to the board at different intervals.

 

Baum also discussed a picture display that included now and then photos of places in Pike Township.  The total for all of these is $908.00. The Trustees discussed purchasing them and hanging them in the hall, but decided to table it at this time.

Strad talked to the Stark County Health Department, and Canton City Health is supposed to be taking over, but they will take a more proactive approach.

They were invited tonight, but per there legal representative, they were told not to discuss these issues in an open forum.

 

Strad wanted to remind everyone that there is a special meeting on May 8th at 7:30 p.m. to review the suggested Zoning Commission changes to the Township Zoning regulations, and for any public comment on them.

Nothing at this time.

 

Financial Report

 

Joel Bender reviewed the Ohio Plan and the new quote amount which came in $3,500 less than the previous year.

 

A motion was made by Baum to accept the proposal from the Ohio Plan.  Seconded by Anstine.

 

Knox stated that he met with the County Auditors about the proposed  new budgeting process and it looks as if we will probably go with it, which will put the due date at October 20th vs. the current June 20th deadline.

 

OTAS System

He also stated that a Resolution from created by Charlie Hall about the proposed fire levy that is coming due and was sent to the Auditors for approval.

 

Zoning Report

 

Nothing at this time.

 

Road Report

 

Pahanish read the road report.

Recycle bins should be at the Fire Station as soon as they get an opportunity to put them in.

Pads are in, and are about ready to use.

$85.00 and hour to street sweep.  The Trustees agreed that all of the allotments and a few more miles should be done.  They agreed to two days worth of sweeping.

 

Dandelions are bad at the cemetery and Pahanish would like a sprayer.  The sprayer is $285.00.

Everyone agreed to purchase the sprayer.

Also, there is a monument that is broken in the cemetery.  It is a nice size stone, but we may need a policy to determine how we take care of this.

 

The Trustees agreed that Carol should contact the person involved, and see if she can turn it in to the homeowner’s policy.

 

Baum will call Hall about how other Townships handle situations like that.

 

The Trustees agreed to get a premium roll gate which is stainless steel.  The amount is $3,900 from Dexter.  Baum made the motion, Anstine Seconded.

Deerwood Circle Allotment – $21,000 to go six inches in the ground to grind and put it back down 11” deep is 23,700.  To bridge the material and injecting it with cement and oil is $41,000 for the oil alone and then 65,436.80 to grind it, stabilize it and put it back.

 

To remove the material is around $29,927 to till it and remove everything.  The Trustees didn’t think this was a good idea. 

 

The cost for blacktop is around $41,000.

 

Pahanish wants to put it out for bid as a total package.

The Trustees tabled it due to the cost being around $100,000 dollars for the complete project.

 

Anstine is going to call the Engineer tomorrow to see if they will discuss the Deerwood Circle project.

 

The prices of  MC3000 is a 1.90 a gallon.

MC30 ad 70 is 2.30 a gallon.

CRS2 and HFMS2 is a 1.40 a gallon.
