Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Nancy Cramer, Tom O’Dell, Alison Roberts, Ron Katt, Homer and Julie Collins, Louis Grooms, David Ross, Joe Barnes, Linda Zaleski, Clarence Flowers, Gary Alkire, and Dave Collier.

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Baum stated that he would like to find a retired resident or someone that could be an odor control expert on behalf of the residents/Township.  Countywide has meetings that if we could find the right person to go, could be beneficial for the Trustees about what is happening with the odor problems and what is being done about it.  The more we know, the better off we will be.  Even if we don’t like the answers, we as well as the residents would have a better understanding.

 

Strad asked Linda Zaleski if she would be interested in touring the landfill, and if so, he could set up a tour for her to maybe increase the understanding.

 

Gary Alkire asked if the Canton Air Polution control and the other departments are under the EPA?  Strad said they work with them, but doesn’t think they are under the direction of the EPA.

 

Dave Ross wanted to the thank the Trustees for the recycling spot at the Fire Station.  He also talked about the landfill and the jobs that they supply in the area.

 

Grooms said the power company called and they were trimming trees with a helicopter near his house.

 

Linda Zaleski officially thanked the Trustees for removing the damn and ditching the culvert by her house.  It has helped a lot.

 

Ron Katt asked about the landfill on 44 pumping the gas out to Ashland?  Strad said he doesn’t think it is clean enough yet or a high enough volume at Countywide.

Linda Zaleski also asked about the Deputy that the Township has hired, and asked what he would be doing.  The Trustees explained that he will do anything that we want which will include monitoring 4 wheelers, speeding, and anything else that seems to be a concern.

 

Anstine made a motion to go into executive session for pending legal matters.  Seconded by Baum.

 

Anstine made a motion to adjourn executive session.  Seconded by Baum.

 

 

New Business

 

Anstine stated that centerline striping called and wondered if anything needs striped this year.  Pahanish said we could re-stripe Farber now or wait until we chip and seal.  The Trustees tabled it.

 

Anstine also talked with US Ceramic and he indicated that if the railroad would fix the tracks, he would defer the trucks around the tracks.  The railroad doesn’t think the road has enough traffic to warrant them fixing the crossing.  Anstine called the Engineers to discuss the problem further, but at the time of the meeting did not get to talk with anyone.

 

Baum said right above Deerwood circle on Cleveland Ave that the trees are in the way when people are pulling out onto Cleveland Ave.

 

Baum also stated on the Countywide odor problem, that he would like that to ask Jerry Warner to go on behalf of the Township with expenses being reimbursed to any odor meetings.  He would also like an aerial photo of the landfill and Sharon would like to get 3 other properties photographed at the same time.  The Trustees agreed.

 

Baum stated that the .5 mil fire levy is up and the Trustees need to decide whether they want to do a renewal or a replacement.  The Trustees would like to request certificates from the Auditor's office requesting a replacement value, as well as a renewal value so they entered into the following resolutions:

 

 

Resolution # 06-2006 was entered into requesting a certification from the auditors office on a the amounts a replacement levy would generate on our .5 mil fire levy.

Resolution # 07-2006 was entered into requesting a certification from the auditors office on a the amounts a renewal levy would generate on our .5 mil fire levy.

A motion was made by Anstine accepting the two resolutions as stated.  Seconded by Baum.

 

Strad said there is talk again of the annexing by the village of property along Cleveland Ave.  There is a special meeting on Thursday with the Village Council on the topic.

 

Old Business

Nothing at this time.

 

Financial Report

Knox stated that we received our permanent appropriations certificate from the county.

American Legion check needs done for $200.00 for memorial day expenses.

 

Zoning Report

Perrine read the zoning report.

Talked to Sandy Valley Golf Course, and he is replacing some trees that are used as a barrier.

Another neighbor is having problems with her property and golfer’s going in and out of it.  The representative from Sandy Valley will talk to her and see if there is something he can do.

Strad asked if there is anything we can do with the wondering golfers.  Sharon said that zoning doesn’t cover any of that.

 

Sharon said the Zoning Commission made a motion accepting the recommended changes to the Zoning Book.  The Zoning Commission and the Trustees would have to have a special meeting on public comment within 30 days for open comment.  He would like to have it on May 8th at 7:30 p.m..

 

A motion was made by Anstine to have the above meeting.  Seconded by Baum.

 

Road Report

Chipped brush on Bowmont.

Finished the excavation of Bear Creek Run.

Ran Drag on gravel roads.

Patched some holes.

The Gradall will be loaned to Brown township with one of our men operating it.

Pahanish also asked if he would put pallet racking in the new building at a price of $2,672.  The Trustees agreed to the purchase.

They also Graded Seamen off of Brinker.

Pahanish said that MC is 2.40 a gallon.

Also, he said that it would cost about $21,000 to grind and put back the road in Deerwood Circle. 

Pahanish said he is working on a price to blacktop it as well.
