Regular Meeting
President Lee Strad called the meeting to order at
A motion was made by Anstine to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session
Louis Grooms asked about the railroad tracks by the
tile plant. Anstine stated that he has a
meeting with them about the railroad crossing.
He also asked about the mud on Maplehurst and
wondered if anything could be done.
Pahanish stated that he has called the company and they have cleaned it
up repeatedly but with the rain we have had and the kind of terrain they are
working in, the mud is inevitable.
Attorney Hall stated that the Muskingham Watershed
Conservancy District has assessed a 12.00 tax per parcel on all land that is in
the Watershed.
He went on to say that www.mwcd.org
can be used to see the assessment. You
must file your objection to the clerk of courts by April 10th if you
object to the assessment.
A
question was asked on how long this will last.
It is an annual thing, but could go on forever.
Joe
Barnes has asked for over two years about getting a gate in front of the
property that is being used illegally by kids and who knows what else. Strad stated that we can’t put a gate up
because it is not our property. Once the
Sheriff is here though, we will put them up there to patrol.
David
Ross said he talked to Richard Regula about the recycle bins, and Mr. Regula
agreed that they would put them in at the Fire Station on a trial basis to see
how much activity they received and then see how it goes.

Linda
Zaleski asked if there is anyone, or organization that can help her with the
flooding that occurs in her driveway. The
Trustees stated that the road crew will be there in the morning to clean up Bear
Run.
Tom
Odell wanted the public to get a brief summary of the court hearings. Strad asked Mr. Hall to give a brief
statement.
Charlie
Hall stated that both sides made presentation to the Judge about the proposed
settlement with the landfill. The Judge
will have to decide whether the agreement is fair and reasonable.
O’dell
asked about why Countywide was allowed to get a non-conforming use for 25
acres?
Hall
stated that they already had a conditional use permit and they then did a
presentation to the BZA and asked the board for an additional 25% increase of
the original 100, and it was granted.
O’Dell
went on to ask why based on the Zoning Book stating that there cannot be two
landfills within 8 miles of each other, these landfills are closer than
that. Hall stated that that is one of
the issues that is in court.
Odell
read the minutes from a meeting, but that agreement was thrown out based on the
ruling of the Judge.
Terri
asked about the continuous odor problems and who oversees the problem. Strad said he talked with the Ohio EPA and
Canton City Health department and the procedure is to call them. They will document it and go to the landfill
to investigate. The landfill must make
an effort to lower the odor issues, but basically there is no penalty for
excess odor. Tim Vandersol said that
they have state of the art equipment to control the odor, but it doesn’t seem
to be working.
There
was a question from a resident on how the two landfill agreements are different. Hall stated that they are about the same with
a few minor changes.
They
also asked how the tipping fees are established. Strad stated that the fees are established by
the state of

stated that the Zoning Resolutions are used for each side and something can be
found and supported for both. He gave
examples from the book on how it is used both ways.
Basically,
the zoning book defers back to the County and State to enforce legal items.
Hall
went through some of the Zoning Book regulations that affect and don’t affect
the landfill compliance.
Strad
stated that the biggest complaint from the

O’Dell stated that the biggest contributor to Club 3000 is Countywide.
A
resident stated that on April 18th at the

asked about annexation to Charlie Hall.
Can we head it off, or do we wait until the ball is in our court. He said you can definitely be proactive, but
legally, may not be able to do anything yet.
The Trustees opened mowing
contracts up for
Terri’s Landscaping – $600
per mowing.
Burick Landscaping - $300 per
mowing.
Scott’s Lawncare - $495 per
mowing
J-N Lawncare Service $400 per
mowing
Greenhorn - $485 per mowing
After a short discussion, it
was decided to go with Scott’s Lawncare.

to accept Scott’s Lawncare, Seconded by Baum.

Baum stated that the East
Sparta Homecoming is May 18th, 19th, and 20th with the parade being on the
19th.
Strad stated that there will
be a cleanup day on May 20th. Every 3rd
Saturday, May through September from 8:00 to 1:00.

Sharon
Perrine read the zoning report.
A
hearing is set for May 12 at 9:00 with Judge Sinclair about Stanley Miller.
There
is another one April 5th with Charlie Hall and Judge Brown about the
Charton case.
Pahanish
read the road report consisting of Mosquito workshop training.
He
would like to buy a drill press. The
Trustees approved between $500 and $1500.
