Regular Meeting

 

President Lee Strad called the meeting to order at 7:30 p.m.  Trustees Bob Anstine and Doug Baum were present as well as Clerk Steve Knox.  Others in attendance were Louis & Violet Grooms, Sherrif Tim Swanson and Major Perez, James Davis, Nancy Cramer, Homer Collins, Julia Collins, Joe Barnes, David Ross, Dave Collier, Randy Ruszkowsky(Stark County Health Dept), Deborah Moore(Stark County Health Dept), and Mark Pahanish.                     

 

A motion was made by Anstine to accept the minutes and financial report as presented.  Seconded by Baum.

1st Public Speaks Session

 

Deborah Moore, who oversees Pike Township for the Stark County Health Department, discussed Mr. Sherlin’s property.  It has been an ongoing problem and he is now in contempt of court.  Strad stated that we removed several dumpsters from the property a few years ago, but would rather not do that again.  She said that the bank foreclosed on the home but it may not be deemed livable at this time. 

 

Debbie suggested that we contact Debbie Dawson to see if there is something else we can do in this matter.

 

She went on to state that Meth labs are now a big issue in the county, and the homes that are involved with this activity, are turned over to the Health Department to clean with the cost of it going to the home owner.

 

Strad asked how long a house can set vacant until the Trustees can do something about it?  Debbie said that it can be that way forever, as long as it is not molding and is kept up.

 

She also discussed the pandemic flu and the preparation that they are doing.

 

Also a new set of septic rules which will include inspecting every septic system possibly every 5 years.  This is not approved yet, but could be coming down the pipeline.

 

There was a question about the odor issue at Countywide Landfill, and who has the authority to enforce an odor control system.  It used to be the Stark County Health Department, but now has gone to the Canton Air Pollution Control Offices which are a division of the EPA.

Strad said he would like to see a meeting with the boards and the residents in Pike Township that are in direct contact with the Landfill so they can ask questions with all of the departments in one room.  The Trustees would not be present.

 

Mr. Davis asked why the wheel wash has been down for 9 months?  The Health Department first stated that it hasn’t been 9 months as has been reported.  They said the Landfill has had trouble due to the weather and some trouble receiving the part needed. 

 

Mr. Davis stated that if we don’t get information or anything else that they have been doing wrong, we can’t react in the correct way.  He would like to see the Township get notified on any issues that the Health Department has with the Landfill.

 

 

In other business, Nancy Cramer said that the base is there, but the stone has fallen over at Grove Cemetery.

 

Joe Barnes asked if he would still be mowing the cemetery.  Yes and we will draw up a contract.

 

Nancy Collier said the fire dept was okay with putting recycle bins at the fire house on Dueber.

 

New Business

 

Strad would like to get more security down here for the residents, and would like Sheriff Swanson and Major Perez to discuss a possible six month plan which would include 1 deputy to look into on going complaints.

 

Major Perez discussed the proposal as well as handed a copy to the board.  It included what the deputy would be doing as well as the cost.

 

A few questions were asked as follows:

Would he be able to handle traffic accidents if in the Township.  Yes.

 

Perrine asked about hours of operation.  Wednesday through Sunday from 3:00p.m. to 11:00 p.m. and would be from  May 1st to October 31st.

 

Baum asked how flexible that shift would be.  They prepare 28 day schedules but occasionally can be changed if something special is going on.

 

Strad asked if we could have the same deputy all of the time?  Perez answered yes. 

Dave Ross asked if Deputy Rocco Ross could do it?  The answer was also yes, although he is currently on midnights.

Tim Swanson stated that the Township shouldn’t have to do this, but under the financial situation of the County, they are still 24 officers short, so the coverage isn’t where it needs to be all of the time.

 

Grooms asked about driving a golf cart on the road and whether it was legal.  Swanson stated that they are not allowed to be on the road.

 

Strad also asked about going on a call with the fire or paramedics if available?  They also said that would be possible as long as he is not on another more important call.

 

This does not include covering the Village of East Sparta since they have there own officer.

 

Perez did state that American Landfill allows the litter patrol team to man and write tickets at the scales but Countywide would not cooperate with such an agreement.

 

Resolution #03-2006 was entered into with the Stark County Sheriff’s department with the following motion presented:

Strad made a motion to contract with the Sheriff’s department for 6 months and try it at the proposed rate of $32,815.28 from May 1 through October 31st from 3:00p.m. to 11:00 p.m. from Wednesday through Sunday using the same deputy as much as possible.  Seconded by Anstine.

Ron Morrow stated that the Tri-Division Ambulance service responded to 229 calls in Pike Twp., and 156 in Sandy Twp.  He stated that they are interviewing for a new clerk. 

He did say that they made a resolution last meeting to bill only out of Township residents for ambulance calls.

They are estimating about $20,000 in increased revenue but won’t know until the revenue starts to occur.

 

Ron also stated that Larry Woods is the new member of the Board.

 

Old Business

 

Strad requested that Charlie Hall be at the hearing on March 31st for the Charton appeal to cover the best interest of the Trustees.

Financial Report

 

Knox stated that he received the 2006 Temporary Appropriations did not exceed the official estimate of resources.

 

He went on to state that he received the amended official certificate of estimated resources which states that we will have approximately $1,387,424.19 for 2006.

 

The 2006 Financial Report of Pike Township was handed out to the Trustees.

 

Bank of Magnolia interest for 2005 was $12,907.07.

 

 

Zoning Report

 

Perrine read the zoning report. 

A notice will go out to Sherlin about the cars on his property.

 

Carol Barto and Sharon are requesting some safety jackets to wear while they are directing cemetery traffic.  The Trustees agreed with the purchase.

 

They would also like to get a new camera with a better zoom lens for Zoning purposes.  The Trustees asked for a rough idea of how much.

 

Perrine also talked with Charlie Hall about the Stanley Miller case.  Charlie Hall is petitioning the court that it is time for Miller Construction to pay for the fines that have been upheld.  Mr. Miller’s attorney said that all of the items were moved out from under the bridge, but Sharon took pictures of the same vehicles that were there before the agreement.  She also wants to increase the fines from $100 per day to $500 per day per the Zoning book.

 

Road Report

Pahanish read the road report.

 

Received the new Steiner.

Hauled stone.

Snow patrol.

Another price on the cement in front of the salt bins was $3,000 higher than the original quote.

$5,250 for pads for the recycle bins from the higher priced company and will also have the original company quote that job as well.

          Monday, February 21st                                                     06

 

 

Pahanish received a quote for the John Deere road tractor that Anstine requested and it was $41,800.  The quote was for a 6600 series tractor.  The accompany mower is $18,630.

 

Received a letter from Kimble offering a discount on 8’s.

 

He also gave a list of roads that he would like to chip and seal.  Oil is up $1.05 from last year so we won’t be able to do as much as we did last year on the same budget.

 

Saturday the 25th of February there is a Steiner presentation at Unkefer.  It is about 2 hrs long. And he would like to send Dale to the training.  The Trustees agreed that he could go.

 

Perrine is requesting that a road crew member be available on Saturday to do a burial at Bowmont.
