Regular Meeting

President Lee Strad called the meeting to order at 7:30 p.m. Trustees Bob Anstine and Doug Baum were present, as well as Clerk Steve Knox. Others in attendance were Road Supervisor Mark Pahanish, Louis & Violet Grooms, Nancy Brunoni, Richard Mahoney, Nancy Cramer, Dave Collier, Gary Alkire, Audrey Malavite, Rex Miller, Joe Barnes, Scott Brown Family, and Wayne Casto.

A motion was made by Anstine to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session

Louis Grooms stated that there is a Board of Zoning Appeals Meeting on April 13th which will consist of a 6:00 work session and then an appeal meeting at 7:30.

Gary Alkire from Buckeye Mining discussed the issues that resident Joe Barnes is having with the air blasting that they have been doing. He stated that they have not met with Joe yet, but the seismograph reading on the day of the latest complaint by Mr. Barnes looked in the normal range.

He also said that they should be finished in the area about mid-summer.

Mr. Casto asked what was going on with the Health Department and the house that sits near his property. The Zoning Inspector stated that she has not heard anything from the Health Dept on this issue.

Scott Brown asked for an update on the on and off ramp. Strad stated that Countywide is waiting to hear about the ERAC appealing the expansion and also whether the Waste District is going to okay the money that they set aside, or will take back the money and force the landfill to pay for the on and off ramp themselves.

The Waste District is meeting Friday about the 3 million that the district put aside for the on and off ramp.

Strad asked if there was a mowing contract done for Joe Barnes. Knox stated that he didn’t have it at this time but will bring it to the next meeting.

A motion was made by Strad to go into executive session for pending litigation and contract negotiations. Seconded by Baum.

A motion was made by Anstine to adjourn executive session. Seconded by Baum

 

Resolution 06-2005 was made to have a special meeting to cover a Collective Bargaining in Executive Session on April 18th, 2005

A motion was made by Baum to accept this Resolution. Seconded by Anstine.

New Business

Baum received a letter from Mr. Hoffman opposing the Villages attempt to annex his property.

Strad read through the Waste District Proposal and it stated that they may put an On and Off ramp in. He stated that they will need to vote on whether they are in favor of this proposal at the next meeting.

Financial Report

Nothing at this time.

Zoning Report

Sharon Perrine talked to Scott Brown about putting in a modular home on his property. She stated that some of it was already there, but he had not received a permit.

A surveyor is coming out to see where he can put it. She will be keeping in contact with him.

She went on to state that things are starting to pick up in the Zoning office due to the building season fast approaching.

There are 3 different property’s that are being dealt with currently. These include the Meeks property on Battlesburg, the Stanley Miller Construction Property, and with this one, they are going to check to see if he is getting a $100 a day fine. Finally, the Louis Grooms Jr. property. They are in discussions as to whether the old agreement covers the current situation.

Another issue would be whether it was possible for the Trustees to purchase a truck for errand running as well as Zoning and Cemetery issues. She went over 75 miles in two days.

She asked for them to consider a used ranger or an S-10. Pahanish stated that a state bid on a new one may be cheaper. Strad asked Mark to get a price on a new one.

Road Report

Pahanish read the road report.

Cut Brush on Bowmont.

Patched holes.

Community park work.

Went to a paving class.

Discussed the purchase of a new dump truck. Approximately $85,000.

About 16 weeks for the Chaisse. Two months for the bed.

Telephone poles were moved on Maplehurst.

Resolution #07-2005 was entered into to purchase a new dump truck.

A motion was made by Baum to set aside $85,000 for the vehicle for International Finance/Navistar on a 2 year in arrears lease. Seconded by Anstine.

Pahanish also stated that he has written up the bids about paving.

2nd Public Speaks Session

Anstine made a motion to pay for the summer convention and the NATAC conferences for all Trustees and the Clerk.
