Regular Meeting
President Lee Strad called the meeting to order at 7:30 p.m. Trustee Doug Baum was present as well as Clerk Steve Knox. Others in attendance were Louis & Violet Grooms, Sharon Perrine(Zoning Inspector), Dave Collier, Nancy Collier, Nancy Cramer, Homer Collins, David Ross, John Miller, Gary Knepper Jr., Ronald Katt, Joe Barnes, Gary Alkire, Bill Lamiel.
A motion was made by Baum to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session
Mike Stevens from the County Auditor’s office did a presentation on the new GIS system(Geographic Information System). It is basically an electronic mapping system. The Auditor’s office will provide a DataExplorer program and load it on to each computer at the Township. The system will also allow the residents to access it at a later data to also pull in data and maps. Once they load it, they will have a date where they train how to use it.
They can do flood plains, fire hydrants, township borders, almost anything.
The Auditors office has funded about 2.5 million dollars toward this project.
Some residents are concerned about privacy, but there will be no pictures taken close enough to see license plates, or the sex of a person.
Ron Kup is concerned that the company mining for sand and gravel on the Baum Farm is working outside of there approved time frame. He saw in the zoning minutes that the company is supposed to start at 7:00, but there have been mornings they have started at 6:15. The owner has been contacted and he said that they won’t start before 7:00a.m.
John Miller stated that Post 440 of the American Legion had to sell their building to Amann’s. It was a financial decision due to there lack of members which stands at 40. They are having a steak fry member drive.
Mrs. Grooms stated that she feels that signs are needed on Maplehurst to warn drivers of the bad corners. Pahanish stated that he already ordered night signs for those corners.

After the last meeting, the Trustees asked Nancy Collier to bring some call data from the East Sparta Volunteer Fire Department.
She stated that there were 106 calls in Pike Township, 32 calls in Sandy Township, and 5 in the Village of East Sparta.
The amount of monies that they receive per year is as follows:
Sandy Township - 10,000 per year.
The Village of East Sparta - 10,000 per year.
Pike Township Pays 100,000 this year.
Strad stated that he would like to have an Executive Board Meeting with the Excutive Board of the Fire Department as well as the Trustees. We will need an advertisement of a special meeting on November 15th if the Fire Department agrees to meet.
She also stated that the population numbers are as follows:
Pike-3,000
Village 950 to 1,000
Sandy 1,900
Joe Barnes congratulated all of the workers for the Township on the great job that they are doing on the roads.
Lloyd Hilton from Stinewood Allotment stated that the bridge that was put in by the Stark County Engineers is now pointing toward his property. So when it rains, all of the water comes straight down into his property. He would like the Trustees to take a look at it. Also, there are logs under the railroad tracks that need removed. Strad stated that they would look at it.
Mr. Collins asked what time the Landfill is supposed to quit. Strad stated that 8:00 p.m. is there stop time. Mr. Collins said that there was one night when they worked for about 15 minutes after the stop time. Around 10:45 to 11:00 p.m. Sharon stated that Oxford Mining has been the culprit lately and not the Landfill with the noise that is being heard past 8:00 p.m. Strad stated there is no doubt that the odor is from them, but the noise has come from multiple sources.
A motion was made by Baum to go into Executive Session at 8:22 for personnel. Seconded by Strad

A motion was made by Baum to give Gary Knepper Jr. 5 days off for improper use of Township equipment. With a written warning. Seconded by Strad.

New Business
Baum suggested October 15 and November 19th for Leaf Clean-up days. He would also like to do cleanup days for the third Saturday of every month starting in May and ending in September for 2006. Strad agreed that this would be good to do for the residents.
September 24th is the next cleanup day.
Baum also would like to revisit the price we charge for copies. Baum made a motion to charge .15 per copy after the first 5 copies. Seconded by Strad.
Strad stated that it finally has started. The I-77 interchange at Gracemont project has moved forward with the passing of the Highways bill which includes a 2.4 million release by ODOT. They have started the preliminary work on the ramp.
Now the final funding is needed for the other 15 million.

Resolution:
The Board of Trustees of Pike Township, Stark County, Ohio, met in regular session on the 6th day of September, 2005, at the office of the Pike Township Trustees with te following members present:

Mr. Doug Baum moved the adoption of the following Resolution:
Whereas, the Board of Trustees of Pike Township, Stark County, Ohio, entered into a street lighting contract with the Ohio Power Company, to provide lighting in the Unincorporated Ferndale Subdivision as well as the Unincorporated Maplecrest Subdivision in Pike Township;

Whereas, the cost of street lighting under the terms of the contract with American Electric Power will be as follows:
Ferndale Allotment: $1,332.00 per year. $666.00 per half. $5.29 per parcel per half.
Maplecrest Allotment: $732.00 per year. $366 per half. $14.64 per parcel per half.
Therefore, be it resolved that the properties in the street lighting district be assessed at the rate of $10.49 per parcel of which there are 126 in Ferndale lighting district, and $29.28 per parcel of which there are 25 in the Maplecrest lighting district. The Clerk is hereby ordered to certify the assessments at the rate of $10.49 per parcel for Ferndale, and $29.28 per parcel for Maplecrest for the tax years 2006, 2007, 2008, 2009, and 2010 to the Auditor of Stark County, for collection in the two semi-annual installement for said benefited lots and parcels of land in the 2 lighting districts.
Mr. Strad seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:

Zoning Report
Perrine stated that Countywide let her know that there was some radioactive material that set off the alarm at the landfill. They corrected the issue, and it was all cleaned up. Countywide is the only one that actually tests for it in the area.
There is a house being built on Sherman Church that has no permit from the Township or the County. There has been a stop order until the necessary permits are received.
The 5th district court of appeals has the case of Stanley Miller in it’s hands, and will notify their attorney when they have a decision. She discussed the new section of fence the Miller Company put up to see if the Township would agree that it would work. The Zoning Inpsector, Trustees, as well as former Zoning Inspector Beth Knox agreed that the new fence looks better, as long as it is kept up and finished.
The trailer is out on another property in question, and there has been a request to re-coup our court costs and legal fees.

Some other Zoning concerns in the Township includes one on Unger Lane. There is a swimming pool that is in violation of the zoning book. Dr. Nicolleti was gathered as a spokesperson to represent the people from that area.
She would also like some clarification on how to enforce the trailer park and some of the expansion going on. Strad stated that we will need to investigate with our attorney if the Township has any legal right to enforce the Zoning laws to the trailer park in question.
Also, she would like to request a cell phone for her use but purchased and owned by the Township. She has racked up a number of minutes on her personal cell phone coming from Township business.
A motion was made by Baum to get a cell phone in the Township name at $75.00 per month and the cost of the phone. Seconded by Strad.
