Regular Meeting

President Lee Strad called the meeting to order at 7:30 p.m. Trustees Doug Baum and Bob Anstine were present as well as Clerk Steve Knox. Others in attendance were Louis & Violet Grooms, Sharon Perrine(Zoning Inspector), Dave Collier, Nancy Collier, Nancy Cramer, David Ross, John Miller, Gary Knepper Jr., Ronald Katt, Ann and Mike Kennisson, Joe Barnes, Gary Alkire, Mr. Webber, James and Terri Davis, and Nancy Snyder.

A motion was made by Anstine to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session

Mr. Weber thanked the road crew for fixing the culvert by his house. He went on to Mr. Pahanish was very prompt and courteous.

Ann Kinnersson from Fohl Village stated that Sharon Perrine came and talked with them about the possibility that the Village may be violating some zoning regulation. She came to the meeting to find out what is going on. Strad stated that there were questions brought up about whether they(Fohl Village Residents) need permits when putting additions on, or building/purchasing pole buildings. He went on to state that there needs to be some investigative work done before any decision is made on how the Township will handle this situation.

There were further discussions as to who regulates the trailer park, but the bottom line is that the Township needs to figure out with the owners of Fohl Village what needs to be done from this point forward.

Nancy Collier stated that the East Sparta Volunteer Fire Department would like to meet with the Trustees on November 15th at 6:00p.m. at 9333 Main Street(The Fire Station).

A motion was made by Anstine to have a special planning meeting along with any other business that may occur on the date stated above. Seconded by Baum.

Terri Davis said that at the September 6th meeting, someone stated that there is preliminary work being done on the on and off ramp for the landfill.

Strad explained that it is mostly paperwork at this point, but it has started.

She went on to say that on Friday September 23rd in Bolivar, there is a Solid Joint Waste District meeting planned. The meeting agenda is to get input from the public.

New Business

Anstine stated that next year, the Township will see a charge of approximately $2,100 dollars to put the markers in for the upcoming GIS System that is being implemented in the County.

Hazardous material will be accepted by the Timken Company on Sept. 22nd through the 24th from 8:00a.m. to 4:30p.m If anyone has any further questions, please call 1-800-678-9839.

Anstine went to Washington DC to the National Township meetings. He discussed all of the items that were reviewed at the meetings that he attended.

Baum said he looked at the bridge in Stinewood and stated that the Engineers will look at it after the first flash flood hits it and see what the results are of the flooding.

Strad would like the Board of Trustees to authorize Charlie Hall to submit a request for the 3 million dollars that was earmarked by the Waste District for the on and off ramp project, but then was voted to not give the money for the project.

A motion was made by Anstine to authorize Charlie Hall per the paragraph above. Seconded by Baum.

A motion was made by Anstine to go into Executive Session at 8:40 to discuss personnel. Seconded by Baum.

Financial Report

A motion was made by Anstine to raise the mileage reimbursement to the government going rate of .485 cents per mile. Seconded by Baum.

A motion was made by Anstine to pay the Boards expenses for the winter convention in Columbus.

Seconded by Baum.

Zoning Report

The Board of Zoning Appeals was supposed to meet on September 28th about the hours of operations at Countywide Landfill. Countywide withdrew the appeal so there is no meeting. They will stay with their hours of operations which are from 6:00a.m. to 8p.m.

Spring Valley is complying with putting the trees in behind the Lito house, and purchased the fence they were supposed to buy before the fall. Perrine stated that they can are going to get an industrial grade 9 fencing. They brought in a sample, and she did approve it.

Stanley Miller is still in the 5th District Court of appeals. They wanted to go ahead and clean up the back and extend the fence if we agree to drop all fines.

Strad personally said that they shouldn’t give up any fines because they are basically agreeing to do some of what the Township has been asking for from the beginning, before we had to continue to pay court costs and legal fees because the Company would not comply with what they had already agreed upon. Baum and Anstine agree that the Township should not waive the fees which are approaching $15,000.

A question arose about lots being auctioned off as flag lots which may not be able to be built on. The Zoning Inspector will check with Regional Planning about lots being sold in parcels, with some of them being flag lots. She is checking whether they can sell this, as well as whether it can be used after being bought.

Road Report

Pahanish read the road report.

Ditch and Culvert cleaning on Maplehurst.

Patched holes on various roads.

Put multiple pipe and culverts in.

Went to Brown Township and did some paving.

He would like a new engine for the sprayer. A price will be about $200 to $300 at TSC. Baum said there is one for $200 for a 5.5 horsepower. The Trustees agreed to go ahead with the purchase.

The new Dump Truck should be here by the next meeting.

In the next few weeks, they will be working on Howenstine Road. He would like to prime it and chip and seal it after they get it widened.

Strad stated that they will probably pave it next year.

The Trustees agreed to put the roller in the Canton Township Auction with no minimum bid.

2nd Public Speaks Session

Grooms asked when they will be black topping Battlesburg. Strad said that the stakes are on the road so it looks like they are going to start soon.
