Regular Meeting
President Lee Strad called the meeting to order at 7:30 p.m. Trustees Doug Baum and Bob Anstine were present, as well as Clerk Steve Knox. Others in attendance were Louis & Violet Grooms, Nancy Cramer, Joe Barnes, Homer & Julie Collins Robert & Judy Carrick, David Ross, Christine Fisher, Audrey Malavite, Sharon Perrine(Zoning Inspector, Richard Mahoney, Dave Collier, Nancy Collier, Sergant Masalik for the Stark County Sheriff’s Dept., Tim Vandersol(Countywide Landfill), and Nancy Edwards.
A motion was made by Anstine to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session
Sgt. Masalik representing the Sheriffs Department, was asked to come in to discuss the road hazard of golf carts blocking the road at Spring Valley Golf Course. There have also been complaints from the Fire Department about them impeding fire calls. Sgt Masalik stated that under OH law they can only drive across the road or on the berm as well as not being allowed to impede traffic. He stated that he would stop in and talk to the owner to try and keep them off the road.
Ron Cat asked about the Baum Farm and if they are supposed to be working from 7:00 to 4:30. If so, then he would like to ask the Trustees to enforce it since they seem to be starting at 6:15 a.m. The Trustees asked him to call Sharon Perrine so she can check the documentation on when he is allowed to start.
Strad asked Tim Vandersol from Countywide to come by to answer questions about the facility.
Someone stated that it has been pretty quiet at the landfill since they turned down the backup alarms. The odor on Saturday was pretty bad but then cleared up later in the afternoon.
Nancy Collier from the East Sparta Volunteer Fire Department, stated that they now have a contract on an existing tower.
Violet Grooms wanted to thank the Road Supervisor for taking care of the hole on Maplehurst as well as the job done on the bridge by the County.

Mr. Grooms stated that there is a meeting tomorrow night for the BZA.
New Business
Cleanup day is September 24th from 8:00 to 1:00. No freon products are allowed and a limit of 5 tires with no commercial application.
Anstine discussed the striping quote he received. Center double line per mile is $675. Edge lines are $180 per mile for one side.
Strad asked if the Trustees would like to stripe Farber down to the bridge. They are going to hold off for a few weeks before any decision is made.
Baum talked about the upcoming fire levy. Renewal would bring in $16,500 and a replacement would bring in $39,000.
Baum stated that there was some question as to when an employees original hire date is. The original hire date per the Trustees is their full time hire date, not part time.
Knox stated that the cost for us to spray will be $57.00 plus the price of the material for spraying mosquito’s.
Strad stated that the last fire levy, they agreed to make it a replacement, and it passed. Under the assumption that Sandy, Tusc. would also make there’s a replacement. The Trustees need to start thinking about whether they want to put a replacement or a renewal on.
There is some reluctance on the Sandy Township(Tusc.). They come up with around $40,000 and although Mineral City and East Sparta split their Township, Mineral City gets $29,000 and East Sparta gets $10,000 while Magnolia gets $1,000. Nancy Collier will check to see if someone will make a presentation at the next meeting.
Strad discussed the Fire Station out on Dueber and stated that it needs repairs. They need to re-do the bathroom and kitchen area. The estimate came in at $1,350. Also, the roof will need fixed. The cost for that is $3,695 for the roof coating. Rick Hamilton construction on Downing will do both projects. The Trustees agreed to go ahead and fix both items.

Financial Report
Knox talked with Christina Wise from the Auditors Office about re-assessing the lighting assessment for Maplecrest as well as Ferndale. We will need a listing of all of the residents as well as their addresses and lot numbers. At the point we have this data, we will determine how much each resident will pay for the lighting. The Trustees agreed to have Carol help with this project.
We will then have to certify a letter to her by September 1st for years 2005-2010.
Zoning Report
Perrine stated that the web site is up and running. She would like a short bio on each of the Township Officers. Also, she would like to have the cost of the zoning book raised from 6.50 to 10.00. She would also like a charge for the copies. The Trustees stated that we just passed a motion to have copies cost .15 cents each.
The Trustees all agreed that the cost will be 10.00 for a Zoning Book.
Strad stated that the fine is still continuing since April at $100 per day for Stanley Miller. The appeal is September 1st at 10:00 in the fifth district court of appeals.
Strad asked Mr. Vandersol about when we may hear from the appeals court. He stated that about another month.
ERAC said the testimony is done, and the briefs are due by September 30th. It will then take about 3 to 6 months.
Sharon also asked Mr. Vandersol to email or call her when there is any kind of problem at the landfill.
Road Report
Pahanish asked how we want to sell the dump truck. The Trustees agreed to put it out front and take sealed bids, with the ability to deny any and all bids.
The Trustees agreed to open bids at the October 3rd meeting by 7:30.

They have been ditching on Keifer.
Mowing Roads.
Would like a new Berm box. The Trustees agreed to spend $7,100 for a Berm Box from Dexter.
There is also a spot that was damaged on the new Pleasant Lake Allotment about the damage. The Trustees would like to send her a bill.
He went on to say that Mosberger would like the 22nd off. The Trustees agreed that it was okay.
Pahanish wants clarification on what they can and can’t mow in the Township since there was some concern at the last meeting about the Township Employees mowing state roads.
The Trustees agreed to continue mowing as is.
