Regular Meeting

President Lee Strad called the meeting to order at 7:30 p.m. Trustee Doug Baum was present, as well as Clerk Steve Knox. Others in attendance were Road Supervisor Mark Pahanish, Louis & Violet Grooms, Bob and Nancy Brunoni, Nancy Cramer, Dave Collier, Joe BarnsNancy Collier, Barbara Malavite, Tim Vandersole, and Sharon Perrine.

A motion was made by Anstine to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session

Louis Grooms stated that the new blacktop road they just put in is cracking. Strad stated that they are going to discuss the paving that will done.

Anstine went to the American Legion meeting and asked why some of the cemetery’s didn’t have any flags on Memorial Day. The Legion representatives said that there was a miscommunication and stated that it will be straightened out before next year.

The owner from Spring Valley would like a traffic study on Breezehill to have it lowered. The Trustees agreed to have it looked at.

New Business

Anstine found a rubber tire roller that we can rent. If we needed it a month, it would cost $1,000 a week. He went on to state that it is located in Minerva. The company is called Grand Rentals Station.

Baum stated that the union contract is here and the union voted on it and was approved by the road crew.

A motion was made by Baum to accept the contract as presented. Seconded by Strad.

Anstine didn’t like the difference in starting times. Over the years, the Road Crew in June, July, and August, started work at 6:00 a.m. to 2:30 p.m., they just wanted it in the contract and he didn’t feel it was necessary.

Old Business

Strad stated that the Zoning Inspector went to the landfill early, and there didn’t seem to be any business going on.

She stated that from 5:10 a.m. to 6:00 a.m., there were louder beeps and tracks running. Strad stated that he invited Tim Vandersole to the meeting.

Tim Vandersol stated that the hours of operation based on the EPA regulations, allows them to prepare for the trucks coming in at 6:00.

Strad asked what the daily start up procedures are at the landfill. Vandersol stated that they don’t take any trucks until 6:00 a.m. The workers get out to the site about 5:10, pull tarps, and push the dirt out of the way to get ready for the trucks.

Sharon Perrine stated that she has talked to the landfill about watching their morning activities, so she has a better understanding of what they are doing.

The issue is that their license states the hours of operation, and this doesn’t agree with the zoning permit that they were issued which stated that the hours of operation are from 6:00 a.m. to 8:00 p.m.

Baum stated that we can debate how to define the hours of operation, but in his opinion, nothing should be moving until 6:00 a.m.

Nancy stated the issue is the understanding of what the hours of operation are. The BZA thinks one thing, and the landfill thinks another. She feels that if they don’t comply with the conditional use permit, then the Zoning Office should not renew the conditional use permit.

Vandersol asked the on duty supervisor about the backup sounds on his equipment. They did the field tests and lowered them to meet the OCEA minimum requirements.

Financial Report

Nothing at this time.

Zoning Report

Sharon Perrine read the Zoning Report.

Court for Grooms property and there is another meeting on the 28th.

Spring Valley had a BZA meeting and a decision was held until next meeting.

The owner of Spring Valley stated that he said he got permission from the landowner to put a sign up. The property happened to be Nancy Snyder’s who was in attendance. She stated that he never go permission to put the sign up.

She also stated that the Stanley Miller issue is with the courts. There is a new type of netting that will go across the fence and is supposed to be put on as a test to see if it covers up the see through fence. Strad said there are other issues than just the fence.

Road Report

Pahanish stated that they hauled stone.

Cleaned the cemetery.

Mowed the road right of ways.

Patched roads.

The Trustees and the road supervisor discussed the paving jobs. 3 samples were taken because the job didn’t look very good. The Township is waiting on tests from the State to see if there is something wrong with the mixture that was used.

Anstine also discussed patching on Maplehurst.

Baum asked about the new truck. It’s at Dexters getting fixed and then we will have it.

Main hydraulic pump is ready to go on the boom mower.

The whole boom mower needs replaced.

A motion was made by Anstine to go into executive session for personnel. Seconded by Baum.

2nd Public Speaks Session

Grooms asked who maintains the bridge coming out of East Sparta. The Trustees stated that the Village is supposed to take care of that.

A motion was made to increase the Zoning Inspectors pay to 1,100 per month starting July 1st, and then on January 2006 to 1,200 per month. Seconded by Baum
