Regular Meeting
President Lee Strad called the meeting to order at 7:30 p.m. Trustees Bob Anstine and Doug Baum were present, as well as Clerk Steve Knox. Others in attendance were Road Supervisor Mark Pahanish, Louis & Violet Grooms, Nancy Brunoni, Nancy Cramer, Dave Collier,
A motion was made by Anstine to accept the minutes and financial report as presented. Seconded by Baum.

1st Public Speaks Session
Grooms asked when the mosquito spraying will start. Pahanish stated that it depends on the weather. It has been too cold at night to do anything at this point.
Clarence Flowers wanted to discuss what we are going to do with the on/off ramp situation. He would like to see some action taken by the Trustees. Strad stated that the next critical date or ruling, is by ERAC and whether the expansion is deemed acceptable. The landfill is asking that the case be dismissed based on lack of evidence. Once the dismissal is decided upon, then the landfill will have to sign the agreement to build the on and off ramp.
Peggy Hagar stated that she doesn’t want anything to do with getting annexed by the Village of East Sparta. 7 Parcels were on a list presented to the Village of East Sparta, that do not want to be annexed.
Nick and Kim were here for the part-time cemetery cleaning opportunity that is available. The rate of pay is $9.00 per hour at a maximum of 500 hours per person. They could start next Monday, April 25th at 8:00 a.m. and go until the hours are full or November 1st, 2005, whichever comes first.
A motion was made by Baum to hire Kim and Nick Gibler on contract labor, at $9.00 per hour.

New Business
Anstine stated that he contacted Holmes Limestone about putting a gate up on some property that they own that people have been loitering around. They said they would look into it.
Baum would like to get back to having the Sheriff police the Township once or twice a month. Along those same lines, Strad said he talked with the tile plant, and they have requested that we help them with trespassers. Four wheelers and campers are using the tile plants property again. They are trying to clean it up, and would like to keep people out. Strad also showed a letter that they sent requesting help, and pictures of the damage being done.
The Trustees have decided to hire the Sheriff’s office to do traffic stops, and watch for ATV’s in that part of the township. They want the Sheriff for the weekends of April 30th and May 7th.
They have also had complaints about the traffic on the trails that are supposed to be for horses only.
Baum also said that Mr. VanFossen from Sandy Valley High School will be at the next meeting to present the financial details of putting the levy to build a new High School on the ballot.
Strad also made a note that he would not be at the next meeting.
Financial Report
Knox presented the mowing contract for the Trustees and Joe Barnes to sign for the year 2005.
All parties signed both copies. One was retained, and one was given to Mr. Barnes for is records.
Zoning Report
Sharon Perrine read the zoning report.
She stated that there is a house on Battlesburg and Ridge that has a pool unprotected by a fence. There must be a fence up around the pool for safety reasons and they are going to comply.
There are approximately 24 people on notice for violations.
Pahanish was asked about the price for a new truck for zoning and cemetery and errand use.
Perrine also stated that the Stanley Miller Company was denied the 25% increase in land use, and sent a stop order to remove the equipment from the section that was denied expansion.
Road Report
Pahanish read the road report.
They fixed the driveway on Haut.
Also, installed a new driveway culvert on Haut and one on Elson.

He stated that small pick-ups are not on the state bid list.
We can put it out for bid to purchase at local dealers.
They have also started mowing the cemetery’s.
2nd Public Speaks Session
Nothing at this time.
A motion was made by Anstine to go into executive session for personnel and then union contract negotiations. Seconded by Baum.
