Regular Meeting
President Lee Strad called the meeting to order at 7:30 p.m. Trustees Bob Anstine and Doug Baum were present, as well as Clerk Steve Knox. Others in attendance were Road Supervisor Mark Pahanish, Bob & Nancy Brunoni, Homer & Julie Collins, Nancy Cramer Louis & Violet Grooms, Nancy Snyder, Joe Barnes, and Dave Collier(Press News),
A motion was made by Baum to accept the minutes and financial report as presented. Seconded by Anstine.
1st Public Speaks Session
Grooms stated that the holes that were filled on Maplehurst have actually gotten worse. He knows they will probably have to wait until spring before it can truly be fixed.
Joe Barns stated the pictures came off the wall in his house from the blasting being done by Buckeye Mining. He said that the load limit was being broken by them as well. He said the new catch basin is ruined due to the trucks from Buckeye Mining. It also seems like they are working 24 hours a day, 7 days a week. He is asking the Trustees to look into it and do something about it. Strad stated that they would look into the zoning agreement.
He also stated that a neighbor was putting in a double wide, but now seems to have abandoned it. There is junk all over the place as well.
Baum stated that he talked to Rosemary at Buckeye Mining about Barns concerns. She stated that they are air blasting, and the concussion is coming thru the air. She told him that they have been working 24 – 7 because the foreman didn’t know that he was only supposed to be working from 6:00 a.m. to 2:00 a.m. The blasting portion, would probably have to be controlled by the Ohio Department of Natural Resources.Nancy Brunoni said she came about the annexation article in the paper. Although she is glad that the Township is stepping up and trying to protect the people who do not want to be annexed by the Village of East Sparta, she doesn’t feel that the people that are affected by the landfill were protected very well by the Township. She said the Township seems to be entering into many agreement so they don’t have to go to court. They deal 7 days a week, 24 hrs. a day with the landfill operations. Per the Township agreement, they are supposed to start work at 6:00 a.m., although they are starting at 4:00 a.m. Strad told her that they have to start at 5:00 a.m. to get ready for the trucks that are coming at 6:00. She said that this should not be according to the agreement. The Township seems to be getting themselves into a mess with these agreements that can not be enforced. She went on to present pictures of asulfur clouds caused by the landfill blasting. The Trustees stated that they want copies, and would want to discuss this with the

Health Department. Brunoni told them not to use Pat Shriver because he can’t smell anything.
The residents don’t know when they are going to blast, so they can’t get a call to someone in time to see the cloud and smell the odor. She then presented reports that shows the results of air samples from her property. The results show high levels of pollutants in the air. The problem is that the EPA will not do anything about it because the levels have to be high on average.
She stated that Anstine was quoted as saying "people should be able to live where they want to live". She also wants to live where she wants to live.
On another topic, she would like to nominate Barbara Harding to be an alternate on the BZA.
Strad wants the negatives of the pictures and will talk to the Health Department.
Grooms wanted to clarify what he said at last meeting which is the fact that the Township does everything for the Village, and they don’t do anything for us. Now they want to annex it. He feels if this happens, the Township should stop doing all of the things they do for them.
New Business
The Trustees stated that the following people are interested in being on the BZA. Todd Bowman, Ed Lonus, Nick Bodine, and Barb Harding
Anstine attended the health dept. meeting and went over some of the items that were discussed.
Strad stated that Mark Babbik donated a new podium to the Township. He would like to send him a thank you from the Trustees.
Also, the Governor has requested that the tipping fees be increased for the Waste District. He wonders if the Township should ask for more tipping fees? The Trustees agreed that they should send a letter to the State Representative and Senator asking them to explore the possibility of increasing the tipping fees to the local government.
A motion was made by Anstine to enter into a resolution that Pahanish can spend up to $2,500.

A motion was made by Anstine to go into executive session for Collective Bargaining. Seconded by Baum.
A motion was made by Anstine to adjourn executive session.
Seconded by Baum.
The Board of Trustees appointed Baum to go to the Village of East Sparta Council Meeting.

Road Report
Pahanish read the road report.
Put some stone on dirt roads.
Installed driveway culvert.
Canton Truck wants $600 for changing the radiator.
He received a price on street sweeping. $84.00 an hour. They can go a mile an hour.
A motion was made to accept the agreement as presented from Rally Sweeping Incorporated to sweep the allotments for $84.00 an hour.
He said J&D Mining is charging $75 per ton for stone and gravel. He said the limestone will be taken care of and that the already trucked some in. If they can get 57’s, they will stack it at the fire station.
He also stated that a new Dump Truck will be $51,000 for the chaise. Probably another $35,000 for all of the other necessities.
