Regular Meeting

President Lee Strad called the meeting to order at 7:30 p.m. Trustees Bob Anstine and Doug Baum were present, as well as Clerk Steve Knox. Others in attendance were Louis Grooms, Mark Pahanish, Nancy Cramer, Nancy Snyder, Dave Collier, Joe Barnes, Greg and Peggy Hager, and Ben Harsla.

 

A motion was made by Baum to accept the minutes and financial report as presented. Second by Anstine.

1st Public Speaks Session

Louis Grooms thanked the Township for putting the gravel on Maplehurst. But stated that it still needs some work done to really fix it.

Benny Harsha just wanted to see how the annexation issue is coming. Anstine went to the East Sparta council meeting, but nothing was really resolved. He stated that the issue went back and forth.

Peggy and Greg Hager stated that they just purchased a house and didn’t know anything about the possibility of being annexed. If they are forced to be annexed, it is their understanding that it will cost them $13,000 to have water run across their property. They do not want to be annexed.

Strad stated that the Township attorney came up with an agreement but it looked a little to aggressive and no way the Village would agree with it. He would like to scale it back and send it to the Village again.

There was a long discussion about the water line and the affect it would have on the village as well as the residence.

Joe Barnes asked if Buckeye Mining was allowed to mine 24-7 as well as Sunday’s. The Trustees didn’t think so, but wanted to verify that through reviewing the agreement.

New Business

Anstine received a list of people buried at Greenridge Cemetery. The cemetery is full but at some point, the Township will probably end up maintaining it.

Baum stated that we need a BZA alternate.

Strad would like to hire two kids to do work cleaning up the cemetery’s. They would start late April, beginning of May. They would work for approximately two months. Strad was thinking about $8 to $10 dollars an hour with no benefits. Knox will check into contract labor agreements.

Financial Report

Nothing at this time

Zoning

An order came down from Judge Sinclair pertaining to the Stanley Miller case. Basically, the Judge upheld the agreement, mentioning a few things like the fence is in violation, as well as a lot of other things.

There was also a hearing about the Judy Daulinger property. A settlement was reached that she will have to remove material/debris, as well as the motor home and mobile home at different points in time.

Road Report

Pahanish read the road report.

Cut brush on Bowmont.

Snow removal.

Will put inculverts next week.

He also mentioned that on March 1st there will be a meeting for Stark County Emergency Management at the jail.


A motion was made by Baum to add one week of vacation for Dale Boston. Seconded by Anstine. Strad agreed.

A motion was made by Anstine to have a work session on Monday, March 21st at 6:00 p.m. Seconded by Baum.

Carol wants a metal detector to find pins at the cemetery.

A motion was made by Anstine to purchase a metal detector. Seconded by Baum.

A motion was made by Baum at $485 per mowing with Greenhorn Lawncare. Seconded by Baum.
